Vehicle Tax Payment Rules Without ID Still Not in Effect in Bekasi
Bekasi, Kompas.com – West Java Governor Dedi Mulyadi has issued Circular Number 47/KU.03.02/BAPENDA regarding the payment of annual motor vehicle tax without the first owner’s ID. This policy is set to take effect on Monday (6/4/2026) and should be followed by all Samsat offices in West Java. However, the Bekasi City Samsat has not yet implemented the policy. This is due to differing legal authority, as although administratively in West Java, Bekasi City Samsat falls under the auspices of Polda Metro Jaya. Director of Traffic for Polda Metro Jaya, Kombes Pol Komarudin, stated that they are still awaiting a legal study before implementing the policy. “We’ll wait for the legal study from Korlantas. We’re coordinating with Korlantas,” said Komarudin when confirmed by Kompas.com via message on Wednesday (8/4/2026). On the other hand, several Bekasi residents claim to still be confused about the policy. Siti (56), a resident of East Bekasi, says she has not fully understood the content of the regulation in question and expresses her disagreement if the policy is implemented without clear explanation. “That can’t be, it must be transferred. The circular also mentions clarity on that (transfer),” said Siti. According to her, public confusion arises from a lack of understanding of the actual content of the regulation. “In my opinion, it’s the public who lack understanding. The public doesn’t read in detail, so they interpret it that way,” she said. “So, other people who are not the original owner can also pay the tax,” she added. Another resident, Budiman (50), claims to have known about the policy.
