VAT charged for tour package

I bought Qantastic Tour package destination Jakarta-Brisbane-
Gold Coast-Sydney-Jakarta for eight days at GR Travel agent for
the price of US$999 plus one percent VAT.

My friend bought a ticket for the same tour at another travel
agent without VAT being added to the price. So I asked my agent,
why is there a difference?

I was told that there was a deal between Qantas and all travel
agents which sell the tour package to the effect that one percent
VAT should be charged. When I checked with Qantas staff, they
denied such a deal.

I informed my travel agent about Qantas' statement and after
some argument they agreed to refund the VAT.

The following day I asked my sister to collect the money, but
the travel agent refused to give the refund.
