The conflict between Iran, Israel, and the United States is affecting Indonesia’s fuel oil (BBM) reserves. The central government plans to implement work from home (WFH) for civil servants (ASN) and private sector employees.

Local governments are also starting to save on BBM. One way is to encourage their employees to use public transport or cycle to the office. Several regions are beginning to implement policies for ASN to cycle to work. Which regions have started?

Bangkalan Regency

The Bangkalan Regency Government, Madura Island, East Java, responded to the efficiency call from the central government by asking ASN to cycle to the office every Friday.

Bangkalan Regent Lukman Hakim emphasised that this movement will be formalised through an official policy to ensure it is implemented consistently. He called this movement “Jumat Bersepeda” (Cycle Fridays).

“In the future, we want to make Friday the cycling day for ASN. This is not just a temporary step due to the global situation, but we will push it to become an ingrained work culture,” said Lukman in an official statement on 27 March 2026, quoted from the official Pemkab Bangkalan website.

According to Lukman, cycling has many benefits that not only impact energy savings but also the health and productivity of ASN. With fitter bodies, it is hoped that public service performance will also be more optimal.

“If ASN are healthy, it will certainly impact the quality of service. In addition, we can reduce the use of motorised vehicles, which means helping to save BBM consumption and protect the environment,” he said.

Lukman stated that this policy is also part of transforming work patterns to be more adaptive and environmentally friendly. He wants Bangkalan ASN to be a real example in implementing a sustainable lifestyle. “ASN must be pioneers.”

Banyuwangi Regency

Not only Bangkalan, the Banyuwangi Regency Government, East Java, also encourages ASN to use pedal bicycles or public transport to save BBM. Banyuwangi Regent Ipuk Fiestiandani has also issued a policy for BBM savings for local ASN, in addition to implementing one day of WFH in line with the central government’s policy.

“Energy efficiency is a mitigation that must be done together in facing the uncertainty of the geopolitical turmoil in the Middle East. As part of the local government, I invite all ASN to be examples in this energy-saving movement,” said Ipuk on 27 March 2026, quoted from Antara.

Ipuk outlined several BBM-saving policies, including efficiency in the use of official vehicles, and encouraging ASN to use public transport or ride-hailing services. She even encourages ASN whose homes are close to their workplaces to switch to using pedal bicycles to their respective offices.

Mojokerto City

Mojokerto Mayor Ika Puspitasari officially launched the bike to work movement or cycling to work for ASN. This bike to work movement was conveyed by Ika during a joint roll call at Sasana Abhipraya Field, Mojokerto City Hall, on Friday, 27 March 2026.

The Mayor, affectionately called Ning Ita, emphasised that the bike to work activity is not just ceremonial but will become a sustainable movement. She invited all ASN to routinely cycle to work every Friday.

“Today we launch it, so henceforth every Friday we must commit together to go to work by cycling or pedalling,” said Ita.

This movement, she continued, has three main objectives. First, as a follow-up to the President’s directive to reduce national BBM consumption by 20 per cent. Second, to encourage ASN to be more active so they remain healthy, fit, and enthusiastic in carrying out their duties.

Third, as an effort to reduce air pollution in Mojokerto City.

According to Ita, air quality greatly affects public health, so the cycling habit is expected to create a cleaner and healthier environment.

“We know that our lives and health are greatly influenced by the cleanliness and health of the air around us. Therefore, with this movement, hopefully the three intentions can be realised together for the good of our beloved Mojokerto City,” she said.

Ning Ita also provides flexibility in uniform rules for employees every Friday. ASN can wear casual or sports clothes to be more comfortable while cycling, but still maintain decency and professionalism in serving the public.

“Please use more flexible outfits, casual or sports clothes, as long as you maintain propriety in providing services until the end of working hours,” she said.

Bojonegoro Regency

Bojonegoro Regent Setyo Wahono issued a Circular Letter (SE) on the implementation of budget efficiency and positive active lifestyle in the Bojonegoro Regency Government environment.

In the SE, ASN are encouraged to participate in the bike to work programme (B2W/cycling to the office), especially for those whose residence is less than 7 kilometres from the office.

Malang City

Malang City ASN have already started cycling since last Friday as an effort to save BBM. Malang Mayor Wahyu Hidayat said the local government encourages ASN to use environmentally friendly transport every Friday, one of which is cycling.

“There is no WFH directive from the centre yet, but we are starting to reduce the impact by encouraging ASN to cycle every Friday,” said Wahyu on Thursday, 26 March 2026, quoted from local media Kilas Jatim.

The programme was implemented starting last Friday. The Malang City Government has also prepared an implementation scheme to ensure the policy runs effectively from the start.

For ASN who do not have bicycles, the City Government provides alternatives using public transport. One of them is the TransJatim bus service that passes through the Malang City Hall area. “If you don’t have a bicycle, bus
