Used Diesel Car Prices to Drop if Biosolar Barcode is Restricted to Specific Vehicles

The used diesel car market is seeing a price drop as a result of the increase in non-subsidised fuel prices for Pertamina Dex and Dexlite from 18 April 2026. Pertamina Dex is now priced at Rp23,900 per litre, up from around Rp14,500 per litre previously. Dexlite is now at Rp23,600 per litre, from Rp14,200 per litre. The price reduction will start to become apparent in one to two weeks. “Certainly, traders have already adjusted their purchase prices. If it’s not very noticeable now, it might be visible in one or two weeks,” explained Andi, owner of Jordy Motor showroom at MGK Kemayoran, Central Jakarta, quoted from Kompas.com on Monday (20/4/2026). For now, some people can still use the biosolar barcode for their private diesel cars. “Because we’re still observing the government’s response and some can still use the biosolar barcode. Later, if the biosolar barcode starts to specify the vehicle type, that’s when the price drop will be clear,” Andi added. According to Presidential Regulation No. 191 of 2014 on the Provision, Distribution, and Retail Price of Fuel Oil, it regulates the criteria for vehicles eligible to use subsidised diesel, or biosolar. Here are the provisions. Land transportation - Individual motor vehicles on roads for transporting people or goods with black background licence plates and white lettering - Public motor vehicles on roads for transporting people or goods with yellow background licence plates and black lettering, except goods vehicles for transporting plantation and mining products with more than 6 wheels - All types of vehicles for public services, including ambulances, hearses, fire trucks, and garbage trucks. - Land transportation facilities in the form of public passenger and goods trains based on quotas set by the Regulatory Body - Water transportation using outboard motors operated by Indonesian citizens or Indonesian legal entities for public/individual transport with verification and recommendation from the Village Head, Sub-district Head, or Head of the district/city Transportation Agency - Sea transportation facilities in the form of Indonesian-flagged ships on domestic routes for public passenger transport based on quotas set by the Regulatory Body - Public transportation facilities in the form of Indonesian-flagged ships for river, lake, and ferry transport based on quotas set by the Regulatory Body - Public transportation facilities in the form of people’s or pioneer shipping vessels based on quotas set by the Regulatory Body - Indonesian fishermen with vessels up to 30 GT, registered with the Ministry of Marine Affairs and Fisheries, provincial/district/city Fisheries Agencies. And with verification and recommendation letters from the Fisheries Port or Head of the provincial/district/city Fisheries Agency according to their respective authorities - Small-scale fish farmers (waterwheels) with verification and recommendation letters from the district/city Fisheries Agency Micro-enterprises - Micro-enterprises including machine tools powered by diesel engines for micro-business needs - Purchases made with verification and recommendation from the Head of the district/city Micro-enterprise Agency - Farmers/farmer groups/agricultural machinery service businesses engaged in food crops, horticulture, plantations with a maximum area of 2 hectares, and livestock using agricultural machinery - Purchases for the above criteria with verification and recommendation from the Village Head, Sub-district Head, or Head of the district/city Agriculture Agency Public services - Crematoriums and places of worship for combustion processes and/or lighting with verification and recommendation from the relevant district/city Agency Head - Orphanages and nursing homes for lighting with verification and recommendation from the relevant district/city Agency - Type C and D hospitals, and community health centres for lighting with verification and recommendation from the relevant district/city Agency
