US Senators Propose Using Frozen Russian Assets to Buy Weapons for Ukraine
A bipartisan group of US senators has introduced a bill that would enable Ukraine to use frozen Russian assets to purchase military equipment, according to a statement from Senator Tim Kaine’s office. The proposed legislation, named the Seizure of Assets for Battlefield Equipment and Readiness (SABER) Act, is designed to broaden the scope of the existing REPO Act and expand authorisation for using the funds to replenish Ukraine’s weapons stockpile. Russia’s Foreign Ministry has repeatedly described the freezing of Russian assets in Western countries as theft. Earlier in November 2025, US President Donald Trump stated that the United States had halted direct military aid shipments to Ukraine, instead selling weapons to NATO, which then transfers them to Kiev. Russia maintains that supplying weapons to Ukraine hinders conflict resolution and directly involves NATO countries in the conflict.
