US Secretary of State Marco Rubio stated that the United States has completed its offensive operation against Iran. He made this announcement on Tuesday (5 May) local time, reiterating the statement to the US Congress, almost a month after the ceasefire.

“The operation has ended – Epic Fury – as notified by the president to Congress. We are done with that phase,” Rubio told reporters at the White House, according to AFP news agency on Wednesday (6 May 2026).

Previously, the White House had informed members of Congress that the war had ended due to the ceasefire. This means avoiding the legal requirement to seek congressional approval for a conflict lasting more than 60 days.

Nevertheless, US President Donald Trump has threatened Iran with massive retaliation if it attacks US ships. Trump announced last Sunday what he called “Project Freedom” to help ships leave the Strait of Hormuz.

“This is not an offensive operation; it is a defensive operation,” Rubio said.

“And the meaning is very simple – no shooting unless we are shot at first,” he added.

Israel and the United States attacked Iran on 28 February, killing leaders and destroying major military and economic sites. Iran then responded with missile and drone attacks across the region.

On 8 April, Trump announced a ceasefire with Iran, which he has extended, although negotiations with Tehran remain deadlocked.

Rubio said the United States has “achieved the goals” of the war.

“They faced real and devastating destruction to their economy,” the US Secretary of State said.

Rubio also stated that he disagrees with the 1973 War Powers Act, which requires the president to notify Congress within 48 hours of deploying troops and to seek authorisation after 60 days.

“We do not recognise that law as constitutional. Nevertheless, we comply with some of its elements for the purpose of maintaining good relations with Congress,” Rubio said.
