US Reveals Draft MoU for Peace with Iran, Totalling 14 Articles

A senior American official has read out a draft Memorandum of Understanding (MoU) for peace with Iran, which contains a total of 14 articles or points. “The United States and the Islamic Republic of Iran have mutually agreed in good faith on (an unspecified date),” the official stated, as reported by AFP on Thursday (18/6/2026).

Here are the 14 points of the US-Iran peace MoU:

Article 1

The United States and the Islamic Republic of Iran, along with their allies in the current war, by signing this MOU, declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and pledge henceforth not to initiate any war or military operations against each other and to refrain from the threat or use of force against one another, and to ensure the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of war on all fronts, including in Lebanon, and the other provisions of this paragraph.

Article 2

The United States and the Islamic Republic of Iran pledge to mutually respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

Article 3

The United States and the Islamic Republic of Iran commit to negotiate and reach a final agreement within a maximum of 60 days, which may be extended by mutual consent.

Article 4

Immediately upon the signing of this MOU, the United States will begin lifting its naval blockade and any interference or obstruction against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, ship traffic will be restored to pre-war levels by the Islamic Republic of Iran. The United States further pledges to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days of the final agreement.

Article 5

Upon the signing of this MOU, the Islamic Republic of Iran will make its best efforts to arrange a safe passage for commercial ships, free of charge, for a period of 60 days only, from the Persian Gulf to the Sea of Oman, and vice versa. Commercial ship traffic will commence immediately, and will be enforced within 30 days, taking into account the need to remove technical and military obstacles and the clearance of mines by the Islamic Republic of Iran. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to determine the future maritime administration and services in the Strait of Hormuz, in consultation with other coastal states of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the coastal states of the Strait of Hormuz.

Article 6

The United States pledges, together with regional partners, to develop a definitive, mutually agreed plan with at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalised as part of the final agreement within 60 days. All necessary licences, exemptions, and authorisations for related financial transactions will be issued by the United States.

Article 7

The United States pledges to end all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary, on a schedule agreed upon as part of the final agreement. The Islamic Republic of Iran and the United States recognise the importance of the aforementioned sanctions termination issue and express their intention to promptly discuss these matters in negotiations to reach a mutual agreement.

Article 8

The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to complete the disposition of stockpiled enriched material according to a mutually agreed mechanism, in accordance with the schedule mentioned in Paragraph 7, with a minimum methodology of in-situ blending under IAEA supervision. Both parties also agree to discuss the issue of enrichment and other mutually agreed matters related to the Islamic Republic of Iran’s nuclear needs, based on a satisfactory framework agreed upon in the final agreement. The final agreement will confirm the provisions of this paragraph. The United States and the Islamic Republic of Iran recognise the importance of the aforementioned nuclear issues and express their intention to promptly discuss these matters in negotiations to reach a mutual agreement.

Article 9

Pending the final agreement, the United States and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo in its nuclear programme. The United States will not impose new sanctions and will not deploy additional forces in the region.

Article 10

The United States pledges that immediately upon the signing of this MOU, and until the termination of sanctions, the US Department of the Treasury will issue exemptions for the export of Iranian crude oil, petroleum products and their derivatives, as well as all related services, including banking, insurance, transportation, and others.

Article 11

The United States pledges to fully make available the frozen or restricted funds and assets of the Islamic Republic of Iran for use upon the implementation of this MOU. The United States and the Islamic Republic of Iran will mutually agree on the procedures related to the release of these funds during negotiations. The funds, whether held in original accounts or transferred, will be fully usable for payments to the final beneficiaries designated by the Central Bank of the Islamic Republic of Iran. The United States pledges to issue all necessary licences and authorisations accordingly.

Article 12

The United States and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this Memorandum of Understanding.
