US Exempt from Natural Resource Export Revenue Policy, Says Purbaya
Finance Minister Purbaya Yudhi Sadewa has revealed that the government is still drafting technical regulations regarding which countries will be granted exemptions from the Natural Resource Export Revenue (DHE SDA) placement policy. At present, the United States is the only country explicitly included in this exemption scheme.
Purbaya noted that the DHE policy is fundamentally designed to encourage exporters who benefit from the domestic financial system to deposit their export proceeds within the country. “The philosophy of the policy, if I understand the President correctly, is aimed at companies that primarily borrow from domestic banks and profit from exports; we want them to place their funds domestically,” Purbaya stated during a press conference on Tuesday.
On the other hand, he mentioned that foreign companies bringing capital or funding from abroad may potentially qualify for exemptions from this obligation. However, the detailed regulations regarding the criteria and the scope of countries receiving special treatment are still under discussion. “For now, the first one that is clear is the United States,” he added.
During the same session, Purbaya also emphasised that the establishment of PT Danantara Sumberdaya Indonesia (DSI), which will manage a single-window export mechanism, will not be accompanied by any special tax facilities. He stated that the presence of DSI will only change export governance through a single portal without altering existing tax obligations.
“In fact, I hope that this will lead to greater income, as export evasion and under-invoicing will be eliminated. I will not be cutting taxes; rather, I expect to receive more revenue. If it does not increase, I will investigate DSI. Based on our current experience and data, it should increase,” Purbaya concluded.
