US and Israel Discuss Differences Over Gaza Plan Implementation

The United States and Israel are discussing differences between the two countries regarding the mechanism and schedule for implementing a plan for Gaza, said US Ambassador to the UN Mike Waltz. On Sunday, Israeli Prime Minister Netanyahu announced that Israel rejects the 15-point plan by the Board of Peace for the Gaza Strip and that the Israeli military will not leave the territory until the Palestinian group Hamas is completely disarmed. According to The New York Times, Hamas officials believe Israel is still cooperating with the Board of Peace in Gaza. “Prime Minister Netanyahu has issues with some of the stages in this sequence. It concerns the sequencing and timing of implementation,” Waltz told Fox News. “We share the same goals. We are discussing some details, and sometimes, you know, even friends, family, cousins, and allies have differences of opinion. Right now, we have differences of opinion on some details and the timing of implementation.” On 9 October 2025, Israel and Hamas, with mediation by Egypt, Qatar, the United States, and Turkiye, agreed to implement the first phase of a peace plan proposed by US President Donald Trump. The following day, a ceasefire came into effect in Gaza. Under the agreement, Israeli forces were to withdraw to a line called the “Yellow Line”, but they still control more than 50 per cent of the Gaza Strip.
