US and Iran Officially Make Peace, Here Are the 14 Points of Agreement

The United States government officially released a Memorandum of Understanding (MoU) with Iran on Wednesday (17/6), after US President Donald Trump and Iranian President Masoud Pezeshkian digitally signed the document. The document, titled the Islamabad Memorandum of Understanding between the United States and the Islamic Republic of Iran, serves as the foundation for both nations to continue diplomatic processes and discussions on various strategic issues that have been sources of tension. A US official explained that the MoU includes several key points, such as the reopening of the Strait of Hormuz and Iran’s commitment regarding its nuclear programme. “And then it gives us control where if Iran escalates their good behaviour, we will respond by escalating the types of economic relief and sanctions relief that can make them a more prosperous nation,” the official said. The MoU was originally scheduled to be formally signed at a meeting in Burgenstock, Switzerland, on Friday (19/6), with the Iranian delegation expected to be led by Parliament Speaker and former Islamic Revolutionary Guard Corps (IRGC) Commander Mohammed Bagher Ghalibaf. However, recent developments altered the agenda. The White House and the Iranian Foreign Ministry both confirmed that the two heads of state had already signed the document digitally. With the electronic signing by Donald Trump and Masoud Pezeshkian, the meeting in Switzerland will no longer include a signing ceremony and is expected to focus on technical discussions and implementation steps. The United States and the Islamic Republic of Iran have agreed in good faith on the following points: 1. The United States and the Islamic Republic of Iran, along with their allies in the current war, sign this MoU to declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and pledge henceforth not to initiate war or military operations against each other, to refrain from threats or use of force against one another, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the permanent cessation of war on all fronts, including in Lebanon, and other provisions in this paragraph. 2. The United States and the Islamic Republic of Iran pledge to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs. 3. The United States and the Islamic Republic of Iran commit to negotiate and reach a final agreement within a maximum of 60 days, which may be extended by mutual consent. 4. Immediately upon signing this MoU, the United States will begin lifting its naval blockade and any interference or obstruction against the Islamic Republic of Iran, and will fully end the naval blockade within 30 days. During this period, ship traffic will be restored by the Islamic Republic of Iran in proportion to pre-war traffic levels. The United States further pledges to withdraw its forces from proximity to the Islamic Republic of Iran within 30 days of the final agreement. 5. Upon signing this MoU, the Islamic Republic of Iran will make its best efforts to ensure the smooth passage of commercial ships, free of charge, for a period of 60 days, from the Persian Gulf to the Sea of Oman and vice versa. Commercial ship traffic will commence immediately, and the removal of technical and military obstacles, as well as mine clearance by the Islamic Republic of Iran, will be carried out within 30 days. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to determine future maritime administration and services in the Strait of Hormuz, in consultation with other coastal states of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the Strait of Hormuz coastal states. 6. The United States, together with its regional partners, commits to developing a definitive, mutually agreed plan with funding of at least USD 300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The implementation mechanism for this plan will be finalised as part of the final agreement within 60 days. All necessary licences, exemptions, and authorisations for related financial transactions will be granted by the United States. 7. The United States pledges to terminate all types of sanctions against the Islamic Republic of Iran, including UN Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary, according to a schedule agreed upon as part of the final agreement. The Islamic Republic of Iran and the United States recognise the importance of the aforementioned sanctions termination issue and declare their intention to discuss these matters promptly in negotiations to reach a mutual agreement. 8. The Islamic Republic of Iran reaffirms that under no circumstances will it seek, acquire, or develop nuclear weapons. The United States and the Islamic Republic of Iran have agreed to resolve the disposition of stockpiled enriched material according to a mutually agreed mechanism, in accordance with the schedule mentioned in paragraph seven, with a minimum methodology of blending down under IAEA supervision.
