UPNVJ PPKPT Task Force: Perpetrator Proven to Have Committed Sexual Violence

Several female students at Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ) became victims of sexual violence perpetrated by Zaki Ulumuddin Rahakbau, a student in the International Relations programme at UPNVJ. Rosalia Dika Agustanti, Chair of the UPNVJ Task Force for the Prevention and Handling of Violence in Higher Education (PPKPT), stated that the perpetrator has been proven to have committed sexual violence. “The allegation of violence has been proven, accompanied by recommendations for follow-up actions,” she said in a written statement on Tuesday, 21 April 2026.

She explained that the UPNVJ PPKPT Task Force received a report from MSA regarding the alleged sexual violence on 19 December 2025. The perpetrator is suspected of uploading photos of several women accompanied by sexually suggestive captions on his X social media account in 2025. MSA became aware of the perpetrator’s posts on 4 November 2025.

The UPNVJ PPKPT Task Force then conducted an investigation to compile conclusions and recommendations. The Task Force concluded that the perpetrator had committed sexual violence. The conclusion regarding sexual violence is based on Article 12 of Ministerial Regulation No. 55 of 2024 on the Prevention and Handling of Violence in the Higher Education Environment, issued by the Ministry of Education, Culture, Research, and Technology.

The Task Force then recommended severe administrative sanctions against the perpetrator. The sanction involves permanent dismissal as a student. The aggravating factors for imposing this sanction include the victims experiencing moderate to severe physical and psychological impacts. “The perpetrator has committed acts of violence more than once and the number of victims is more than one person,” she said.

For the victims, accompaniment, protection, and/or recovery will be provided. With this outcome, the UPNVJ PPKPT Task Force states that the case has been fully handled. “In accordance with the applicable authority and procedures,” she said.

However, according to an official statement from the UPNVJ Student Executive Board (BEM), on 6 March 2026, the perpetrator applied for permanent withdrawal from studies at his own request. This withdrawal is documented in a letter from the Dean of the Faculty of Social and Political Sciences to the Head of the Bureau of Academic Affairs, Student Affairs, and Cooperation, No. 264/UN61/FISIP/2026, regarding the issuance of the student’s resignation request.

The request was then followed up with the issuance of the Rector’s Decision of Universitas Pembangunan Nasional “Veteran” Jakarta No. 45/UN61/HK.03.01/2026 on the Permanent Termination of Studies for the Student in the Bachelor’s Programme in International Relations, Faculty of Social and Political Sciences, in the name of Zaki Ulumuddin Rahakbau. The letter was issued in Jakarta on 9 March 2026 and takes effect from the even semester of the 2025/2026 academic year.

Regarding this, UPNVJ’s Vice Rector III for Cooperation and Student Affairs, Ria Maria Theresa, said it would be addressed by the Chair of the UPNVJ PPKPT Task Force.

Tammam Rabbani, a member of the Formative Council of the International Relations Student Association (DF HIMAHI) at UPNVJ, criticised the rector’s decision letter regarding the alleged sexual violence perpetrator named Zaki Ulumuddin Rahakbau. According to Tammam, the rector should have imposed a severe sanction in the form of termination of studies or Drop Out (DO) due to the alleged sexual violence. “It should be DO. Because it’s unfair to the victims,” he said when contacted on Monday, 20 April 2026.

Tammam stated that the Rector’s decision letter does not explain that Zaki is the alleged sexual violence perpetrator. Yet, there are more than five victims.

According to him, this injustice in the decision impacts the handling of sexual violence victims in the future. He is concerned that future sexual violence cases will end up like this one. “There will definitely be more Zakis who don’t know their limits,” Tammam said.
