UPI Campus Implements Staggered Work-from-Home Policy

Universitas Pendidikan Indonesia or UPI will implement work from home (WFH) starting Friday, 10 April 2026. In general, the WFH policy at UPI campus applies to all employees in academic and non-academic units with different implementation patterns.

“Non-academic unit employees will carry out WFH every Friday,” said Vanessa Gaffar, UPI’s Vice Rector for education and quality assurance, in her statement on Wednesday, 8 April 2026.

Meanwhile, for academic units and health services, the work system is conducted in the office (WFO) proportionally. According to Vanessa, 50 percent of employees must attend alternately, so each employee still has a WFH obligation one day per week. Specifically for units providing direct services to the public, UPI sets a WFO pattern with staggered working hours to ensure services run optimally.

The WFH regulation refers to Circular Letter of the Minister of Higher Education, Science, and Technology Number 2 of 2026 on Adjustment of Work Patterns in the Environment of the Ministry of Higher Education, Science, and Technology, as well as Adjustment of Academic Activities in Higher Education. Vanessa stated that there is no difference in policy between educational staff and lecturers. However, the scheduling of employees carrying out WFH is done alternately and left to the discretion of each dean or unit head.

Meanwhile, according to Ahmad Yani, Director of the Directorate of Curriculum Development, Digital Learning, Artificial Intelligence, and Metaverse at UPI, his side is ready to implement distance learning. “In fact, we are currently pioneering the development of distance learning-based (PJJ) study programmes with a target of up to 15 study programmes this year,” he said.

The implementation of PJJ is not uniform or based on the student’s level of study but adjusted to the characteristics of the course.

According to Yani, theory-based courses are deemed more feasible to be conducted online. Meanwhile, practical courses still require offline learning. The data collection process will be comprehensive for courses, lecturers in charge, and readiness of digital modules. “Modules must be complete and interaction between lecturers and students must be guaranteed so that PJJ runs effectively,” he said.

Regarding WFH attendance, according to Vidi Sukmayadi, Head of the Office of Communication, Information, and Public Services at UPI, it will use the UPI-App to fill in daily activities in detail, and upload photos of activities directly, including lectures. Vidi said the application has been used by the campus community during the work from anywhere (WFA) related to the Eid al-Fitr holiday. In addition to the main campus in Bandung, UPI has five regional campuses spread across Cibiru, Sumedang, Tasikmalaya, Purwakarta, and Serang.
