Unsoed Speaks Out on 73 Independent Student Quotas 'Sold' by Rector
Jenderal Soedirman University (Unsoed) spokesperson Edi Santoso stated that a student linked to the bribery case involving Rector Akhmad Sodiq and his deputy, Norman Arie Prayogo, in the new student admission process was prevented from enrolling. One student connected to the bribery case did not enter Unsoed. “Regarding what was previously the subject of the KPK investigation, the student did not enrol,” Edi said when contacted on Sunday (23/8/2026). “According to the KPK’s explanation, it involved one parent/student,” he continued.
Edi explained that there are three pathways for admission to Unsoed: the test pathway, the achievement pathway, and the independent pathway. “Entry to Unsoed has three pathways: the SNMPT pathway, the achievement pathway, then the SBMPT test pathway, and thirdly the SPMB independent or local selection pathway,” he said.
Edi revealed that the overall quota for the Faculty of Medicine is 245 people. For the independent pathway, it is 30% of the total quota, or 73 people. “Previously, the KPK explained that out of the 245 seats, 73 were involved. What the public perceived as being sold, well, those 73 seats are the entire quota for the independent pathway,” he explained. “The portion for local selection is 30%. Out of the medical seats in one cohort, which is 245, 30% is 73. It seems impossible that all 73 were entrusted placements. Moreover, frankly, that would be impossible because there are standards and passing grades. Perhaps what the KPK meant was the potential seats, those that had the potential to be sold or misused. I think that is probably what was meant,” he clarified.
Previously, the KPK named Akhmad Sodiq and Norman Arie Prayogo as suspects in an extortion case involving new student admissions. The total amount received was Rp1.12 billion from prospective new students. Besides the two, the KPK named four other parties as suspects. The six people named as suspects are: 1. Akhmad Sodiq as Rector of Unsoed, 2. Norman Arie Prayoga as Vice Rector III of Unsoed, 3. Eko Sumanto as Head of Academic Affairs at Unsoed, 4. Dian Mulia Wardhana as a private party, 5. Adhi Wiharto as a private party, 6. Mulyono as a private party.
Acting Director of Investigation at the KPK Achmad Taufik Husein revealed that in August 2026, Norman, as Vice Rector, ordered two intermediaries who have also been named suspects in this case, Dian Mulia Wardhana (DMW) and Adhi Wiharto (AW), to set a price of Rp650 million for each prospective new student at the Faculty of Medicine. Norman’s order was carried out by Dian and Adhi. “Both, as private parties, allegedly requested money from the parents of prospective new students at the Faculty of Medicine amounting to Rp650 million,” Taufik said during a press conference at the KPK’s Merah Putih building in Kuningan, South Jakarta, on Friday (21/8/2026).
Despite having set a price, the prospective new students were apparently not given a guarantee of passing the independent selection to enter Unsoed. The parents of the prospective new students were dissatisfied after their children did not pass the selection and demanded their money be returned. However, the parents’ request could not be fulfilled because the extorted money had been used by the two intermediaries, Dian and Adhi, for their personal needs. Eventually, Norman borrowed from Sodiq’s nephew named Mulyono (MYN) to repay the parents. “To repay the money borrowed from the private parties, NAP, through DMW, AW, and MYN as a private party and also ASO’s nephew, promised to pay by disbursing three project packages within Unsoed, namely the procurement of canopies, renovation of the canteen, and painting of buildings,” he said. “The work packages had been completed by a CV owned by MYN, and the payment disbursement was then transferred to the private party in question,” he continued.
Taufik also stated that in the 2025-2026 period, Sodiq allegedly received other payments. These other receipts reached Rp680 million, received through Mulyono from prospective new students. The money was then used by Sodiq to purchase three plots of land. However, the three plots of land were purchased under Mulyono’s name. He also revealed that in the same year, Sodiq’s subordinate, Eko Sumanto (ES) as Head of Academic Affairs at Unsoed, communicated with a collector. This collector accommodated a number of parents of prospective new students who wanted their children to study at Unsoed. “In that communication, it was discovered that ES, with ASO’s knowledge, engaged in ‘dowry bargaining’ with the collector in the independent pathway admission process,” Taufik said. “After agreeing on the ‘dowry’, ES then received money from one of the collectors of prospective new students totalling Rp1.12 billion (2025-2026),” he continued.
