Unqualified Opinion Strengthens Quality of Regional Financial Management
Jakarta Governor Pramono Anung stated that achieving an Unqualified Opinion (Wajar Tanpa Pengecualian - WTP) serves as a vital foundation for strengthening the quality of regional financial management. He noted that while this achievement is a significant asset for improving financial governance, the Jakarta Provincial Government must continue to implement several improvement and reinforcement measures.
“Based on the audit results of the 2025 Fiscal Year Financial Report, the Audit Board of Indonesia (BPK RI) has granted an Unqualified Opinion,” Pramono stated during the Jakarta Regional House of Representatives (DPRD) Plenary Session on Monday (8/6).
The Jakarta Provincial Government plans to continue the development of the Regional Government Information System (SIPD) for financial management and reporting. This development is a follow-up to the implementation of Government Regulation Number 12 of 2019 concerning Regional Financial Management.
The Governor outlined four key focus areas: first, the further development of the SIPD for financial management and reporting; second, the improvement of regional asset administration through organised recording and the refinement of the Regional Asset Information System; third, the strengthening of internal control systems through close supervision by Regional Apparatus Heads and assistance from the Inspectorate; and fourth, accelerating the follow-up actions regarding the Audit Result Reports (LHP) from the Audit Board of Indonesia (BPK RI).
In addition to presenting the BPK RI audit results, Pramono also disclosed the regional balance sheet position as of 31 December 2025. The Jakarta Provincial Government’s assets were recorded at IDR 758.57 trillion, with liabilities at IDR 17.97 trillion and equity at IDR 740.60 trillion. Meanwhile, the net cash flow for the period of 1 January to 31 December 2025 was recorded at IDR 1.39 trillion, comprising operating, investing, financing, and transitory activities.
Pramono expressed hope that the discussion of the Draft Regional Regulation (Raperda) regarding the Accountability of the 2025 Regional Budget (APBD) implementation would proceed smoothly with the Jakarta DPRD. He emphasised that robust financial management is essential to supporting Jakarta’s transition into a competitive, sustainable global city that enhances the welfare of its citizens. “We hope this Draft Regional Regulation can be discussed with the Jakarta DPRD to subsequently obtain approval and be established as a regional regulation,” Pramono concluded.
