University of Indonesia Forms Expert Team to Investigate Obscene Student Chat Group Case at Faculty of Law

The University of Indonesia (UI) has formed an expert team from the Task Force for the Prevention and Handling of Violence (Satgas PPK) to investigate the case involving 16 students from the Faculty of Law (FH) suspected of involvement in sexual harassment within a group chat.

This formation is based on Rector’s Decree Number 360/SK/R/UI/2026, as an effort to ensure a comprehensive, objective, and fair investigative process regarding the complaint numbered 73-FH-VI-2026.

“The establishment of the expert team is a strategic step to support the deepening of the report by Satgas PPK and to ensure the examination process runs objectively,” said UI’s Director of Public Relations, Media, Government, and International Affairs, Erwin Agustian Panigoro, in his statement on Tuesday (21/4).

The team’s expertise is divided functionally, covering victim assessment and support, fact-finding and evidence, legal analysis, as well as social and policy approaches. This is to guarantee a thorough, independent, and accountable investigation.

Erwin explained that the case handling is conducted in five stages: receiving the report, examining the victim, gathering and deepening evidence, as well as examining the reported parties, victims, and witnesses, accompanied by additional assessments such as psychological evaluations to strengthen the proof.

Subsequently, all findings will be discussed in an internal meeting of the examination team to formulate recommendations, which at the final stage will be submitted to university leadership as the basis for decision-making.

The involvement of expert personnel is part of the university’s commitment to maintaining the quality and integrity of the examination process.

“Currently, the handling process has reached the examination stage. UI ensures that every stage is carried out meticulously and based on principles of independence and accountability,” he said.

UI affirms that all handling stages are carried out in accordance with applicable provisions, referring to Ministry of Education, Culture, Research, and Technology Regulation Number 55 of 2024 and UI Rector’s Regulation Number 37 of 2025 on the Prevention and Handling of Violence in the University of Indonesia Environment.

“During the handling process, the public is urged not to spread unverified information and to avoid speculation that could potentially disrupt the handling process. Commitment to principles of objectivity, confidentiality, and accountability continues to be upheld in every stage,” he added.

Previously, this alleged harassment case originated from the circulation of a screenshot of a group chat containing obscene conversations allegedly from FHUI students. In the group, they referenced other female students.

From the Instagram account of the Faculty of Law UI (@fakultashukumui), it is stated that the faculty has received reports regarding the group chat. The faculty strongly condemns the actions.
