Universitas HKBP Nommensen Pematangsiantar Dismisses Lecturer in Alleged Sexual Harassment Case
Universitas HKBP Nommensen Pematangsiantar has conducted an internal investigation into a case of alleged sexual harassment involving a permanent lecturer at the Faculty of Teacher Training and Education (FKIP). The investigation was carried out in accordance with the university’s internal procedures and the rules of the HKBP Nommensen University Foundation.
Following a series of examination and in‑depth proceedings with varying dynamics, Rector Muktar B Panjaitan stated that the investigation had been completed in accordance with applicable provisions.
‘The basis for forming the investigation team, which conducted the examination, is pursuant to the Foundation Regulation No. 124 of 2024 on UHKBPNP staffing, particularly Article 35(1)(b). It states that the investigation team is formed by the Rector and comprises one legal expert, the Vice Rector II and the Head of the Human Resources Bureau. This team is tasked with gathering facts, clarifying details, and preparing the investigation report into the case reported,’ Rector Muktar Panjaitan said at a press conference in the Rector’s Office of HKBP Nommensen on Saturday 7 March.
According to the investigation results, he continued, the case-handling steps were completed on 27 February 2026. The investigation report was formally submitted to the Rector. Subsequently, on 28 February 2026 the university leadership held a leadership meeting to discuss the results of the investigation.
On 1 March 2026 the Rector forwarded the investigation document to the Management of the HKBP Nommensen University Foundation via official letter No. 428/UHKBPNP/R/III/2026 for follow-up in imposing sanctions. The Foundation’s management together with the Rectorate on 4 March 2026 also conducted in-depth reviews with relevant parties, including the person reported and the victim.
Based on all results of the examination and the in‑depth review, the Foundation’s management issued Foundation Decree No. 82/SK/Pn-UHKBPN/III/2026 granting dismissal without honour to RP, a permanent lecturer at the Faculty of Teacher Training and Education (FKIP) of Universitas HKBP Nommensen Pematangsiantar.
‘This decision was taken after considering that the individual had engaged in sexual harassment and violated academic ethics within the university environment. The Decree takes effect as of 5 March 2026,’ he added.
The legal bases and regulations governing the handling of the case, the Rector said, were implemented in line with various legal provisions, including Regulation No. 55 of 2024 of the Minister of Education, Culture, Research and Technology; the university’s Statute No. 123 of 2024; the HKBP Nommensen University Foundation Regulation No. 124 of 2024 on Staffing; the university’s core academic regulations; and the code of conduct for supervising student theses.
The Rector emphasised that any form of sexual violence and breaches of academic ethics are not tolerable in higher education. ‘The university is committed to enforcing discipline and academic ethics firmly, protecting victims and creating a campus environment that is safe, dignified and characterised by integrity,’ said Rector Muktar. The Fact-Finding Team also conducted a direct site visit (TKP) to ensure information accuracy.
