Many members of the public remain confused regarding the appropriate location for applying for an SKCK based on their specific needs. This is because SKCKs issued by the Polsek, Polres, Polda, and Mabes Polri each serve different functions and have different scopes of use.

Referring to the Police Chief Regulation Number 18 of 2014 and the Indonesian National Police Regulation Number 6 of 2023, the issuance of an SKCK is differentiated based on the level of authority and the intended purpose. Therefore, applicants must know the correct location for processing their SKCK to ensure the document can be used as intended.

Below are the functions of the SKCK based on the location of issuance:

Functions of Polsek SKCK

SKCKs issued by the Sectoral Police (Polsek) are generally used for local or general administrative needs. These include:

• Applying as an employee at private companies, institutions, or bodies

• Candidacy for village secretary

• Change of address

• Candidry for village head

• Continuing education

Polsek SKCKs are typically applied for by the public for daily needs that do not require national or international administrative coverage.

Functions of Polres SKCK

SKCKs from the Resort Police (Polres) are used for purposes with a broader scope, including government agencies and certain vital companies. These include:

• Applying as an employee for government agencies, bodies, or institutions and vital companies designated by the government

• Entering government-run education programmes to become Civil Servants (PNS), TNI (Military), or Polri (Police)

• Completing requirements for non-organic TNI and Polri firearm ownership permits

• Candidacy for public officials

• Continuing education

Polres SKCKs are generally required for administrative processes related to state institutions or specific strategic interests.

Functions of Polda SKCK

SKCKs issued by the Regional Police (Polda) are used for administrative purposes ranging from the national level to overseas. These include:

• Applying as an employee or member of government agencies, bodies, or institutions and vital companies designated by the government

• Indonesian citizens (WNI) intending to work abroad

• Obtaining passports and/or visas

• Becoming a notary

• Candidacy for public officials

• Continuing education

Polda SKCKs are often a required document for individuals with cross-border interests or specific professional needs.

Functions of Mabes Polri SKCK

SKCKs from the Headquarters of the Indonesian National Police (Mabes Polri) are intended for central-level and certain international administrative needs. These include:

• Becoming central-level state officials, including executive, legislative, judicial, or government institutions

• Indonesian citizens travelling abroad for education, visits, and/or visa issuance

• Indonesian and foreign nationals requiring documents for specific purposes, such as permanent residence permits abroad or naturalisation

Mabes Polri SKCKs have the widest scope of use compared to other police levels.

Important Notes on SKCK

Under the latest regulations, the issuance of an SKCK is now restricted to a single specific purpose. This means applicants must align their intended use with the application from the start.

Furthermore, as of 1 August 2024, there is an additional requirement for processing an SKCK, which is the attachment of proof of active participation in BPJS Kesehatan or the National Health Insurance Programme (JKN).
