The government continues to strengthen the quality of human resources within the bureaucracy through the Reserve Component (Komcad) programme for Civil Service Apparatus (ASN). This programme is not merely physical training, but a strategic effort to shape the character of apparatuses who are disciplined, resilient, and have integrity in carrying out public service. On Friday (5/6/2026), Minister of State Apparatus and Bureaucratic Reform (Menpan RB) Rini Widyantini officially closed the Military Basic Training (Latsarmil) for the Komcad ASN of Ministries and Institutions, Wave I of 2026, at Halim Perdanakusuma Air Force Base, Jakarta. This moment marked the return of the ASN to their respective agencies, equipped with a new mentality. Komcad ASN is part of strengthening national defence involving civilian elements, particularly state apparatuses. Through the Latsarmil, which lasted for 1.5 months, participants were educated to possess a spirit of defending the nation, loyalty, and high professionalism. In Wave I of 2026, a total of 1,758 ASN from 49 ministries and institutions successfully completed this training. They are prepared to become role models in their respective workplaces to realise a clean and serving bureaucracy. This military basic training instils fundamental values that are highly relevant to the daily duties of ASN. One important point emphasised by Menpan RB Rini Widyantini is the correlation between this training and career development. The Komcad ASN Latsarmil is now recognised as part of the apparatus competency development. “This (Latsarmil) will certainly be recorded as part of the individual’s competence and will naturally be directly proportional to the individual’s career system,” said Menpan RB Rini Widyantini. With the inclusion of the Latsarmil certification into the individual’s learning history, ASN who have participated in this programme have added value within the merit system. This is expected to motivate other apparatuses to continue improving their competence, both in technical fields and character building. The Komcad ASN programme represents a long-term investment for the Indonesian bureaucracy. With strengthened character and a solid spirit of dedication, Latsarmil alumni are expected to bring about positive change in their respective agencies, support a professional government, and be ready to face global challenges for the sake of the nation and state.
