JAKARTA, KOMPAS.com – The case of uploading photos allegedly fabricated using artificial intelligence (AI) in the Jakarta Kini (JAKI) app regarding illegal parking in Kalisari, Pasar Rebo, East Jakarta, has sparked public uproar. Many parties are highlighting who is responsible, while DKI Jakarta Governor Pramono Anung has emphasised that public facility and infrastructure handling officers (PPSU) cannot be made scapegoats. Public policy expert from Trisakti University, Trubus Rahadiansyah, believes that Pramono’s stance to find the uploader and spreader of the allegedly AI-fabricated photo is appropriate. This is because the person who viralises information falls under the category of transmitting information according to the ITE Law Number 1 of 2024, and such actions can be subject to legal sanctions. “Moreover, it causes defamation or public disturbance,” said Trubus. On the other hand, Trubus assesses that the root problem is not with individuals, but with the system that has been running less transparently and accountably so far. Many citizens’ complaints entering JAKI have not been handled quickly or even responded to. In addition to JAKI, direct reporting channels to the governor or other channels are needed to make public services more effective, as digital applications only reach a portion of the population accustomed to using technology. “Perhaps reports like in the era of Mr Ahok (Basuki Tjahaja Purnama) who reported directly by coming to the Jakarta Provincial Government,” said Trubus. Kalisari Ward Head, Siti Nurhasanah, expressed an apology for this case and assured that the PPSU officer who uploaded the AI fabrication photo has been given a first warning sanction (SP1). “The officer in question has made a statement not to repeat the action,” she said. However, because some reports are returned to the ward, PPSU still acts by following old procedures.
