Ummat Party Proposes 0% Parliamentary Threshold to Prevent Wasted Votes
JAKARTA, KOMPAS.com - Deputy Chairman of the Ummat Party’s Central Executive Board, Aznur Syamsu, stated that the Ummat Party is pushing for the parliamentary threshold to be aligned with the presidential threshold.
“The Ummat Party wants the parliamentary threshold to be simply aligned with the presidential threshold of 0%,” Aznur told Kompas.com on Monday (4/5/2026).
According to him, with a 0% threshold, no votes from the people would be wasted in vain.
Aznur believes that the current 4% parliamentary threshold requirement is too burdensome.
“What should be limited is the number of factions in Parliament, for example, one faction filled with a minimum of 25-30 members. Parties that cannot form one faction can join together, thus meeting the requirement for one faction,” said Aznur.
Aznur does not deny that there could be negative impacts if all parties entering parliament can form factions, including issues related to effectiveness and balance.
“One faction with 50-75 members would not be comparable to one faction with 3-5 members. Therefore, the factions and commissions should be limited to ensure they are effective, efficient, and balanced,” he said.
With this scheme and the current situation, each political party must at least secure 13 seats in the DPR, following the number of commissions which currently totals 13.
“For example, the reference should actually be how many commissions there are in the DPR. That is now regulated in the standing orders, but it should be regulated in the law,” said Yusril in Cawang, East Jakarta, on Wednesday (29/4/2026).
“In this way, no votes are lost, and it is fair enough for all of us,” he added.
Yusril also urged revisions to the Law on the MPR, DPR, DPD, and DPRD (MD3) as the basis for determining clearer thresholds, even though the electoral system remains proportional.
“And we also hope that this will emerge as a middle-ground solution to address the issue of the minimum threshold, how we determine the number, and how we then form factions in the DPR,” he said.
