UGM's Response to Plans for Closing Study Programmes
Rector of Universitas Gadjah Mada (UGM) Ova Emilia stated that UGM routinely evaluates its study programmes. Therefore, she is open to closing, opening, merging (merger of programmes), or transforming study programmes.
“Because we are indeed facing a world and challenges that are very dynamic,” said Ova in response to plans to close study programmes that are not relevant to industry needs via a voice message on Monday, 27 April 2026.
She said educational institutions must align with the needs of the times. Educational institutions need to regularly conduct situational analyses. “What is needed, what kind of curriculum, what kind of competencies are needed, or what level is needed,” she said.
According to her, educational institutions play a role in providing students with capabilities. The goal is for graduates to face challenges independently.
In addition, future study programmes need to collaborate with industries or workplaces in the sectors where graduates are employed. Higher education policies must be made taking into account the user sectors.
“Whether industry or even educational institutions. So if what we see is like each doing their own thing, thus if oversupply occurs, it might happen if it’s never discussed together,” she said.
She also suggested standards for both opening and closing schools. Good standards will protect society.
“Not to mention that opening schools is sometimes so easy, but closing them people hesitate. So if there are good standards, I think that will explain to society,” Ova stated.
The Ministry of Higher Education, Science, and Technology plans to close various study programmes deemed less relevant to the needs of growing industries and the future economy. This plan was conveyed by the Secretary General of the Ministry, Badri Munir Sukoco, at the 2026 National Population Symposium in Badung Regency, Bali, on Thursday, 23 April 2026.
Badri said this plan will be executed soon. He then asked universities to be willing to select which study programmes need to be closed.
“Later there might be some that we have to execute in not too long regarding study programmes, we need to select, sort, and if necessary close to increase relevance,” said Badri Munir Sukoco, monitored from the YouTube replay of the Ministry of Population and Family Development.
