The Udayana Military Command (Kodam IX/Udayana) has stated that there are suspected legal violations committed by Aloysius Dalo Odjan (ADO) regarding the Police Clearance Certificate (SKCK) that he used to register for TNI recruitment. ADO is a rape suspect who fraudulently gained entry into the TNI with the rank of Prada in East Flores, East Nusa Tenggara (NTT), but his appointment has since been cancelled.

The Head of Information for Kodam IX/Udayana, Colonel Infantry Widi Rahman, explained that ADO was previously able to participate in the selection process because he possessed an SKCK issued by the NTT Regional Police (Polda) as one of the administrative requirements for TNI Army recruitment. From the investigation findings, it was discovered that there were suspected legal violations related to the SKCK issued by Polda NTT.

“The act is suspected of containing elements of legal violation as regulated under Article 263 of the Criminal Code (old) in conjunction with Article 391 of Law Number 1 Year 2023 concerning the National Criminal Code regarding falsification of statements or documents. On that basis, the individual concerned was imposed a sanction in the form of cancellation of his Prada appointment and returned to civilian status,” stated Widi in a written statement received by detikBali on Wednesday (18/3/2026).

Widi explained that the handling of this case originated from viral information circulating on social media, which was subsequently investigated further. The investigation results showed that ADO had passed the TNI Army recruitment selection. However, after further verification was conducted, it was discovered that he had legal problems before participating in the recruitment process.

“Based on the results of inspection and administrative evaluation, ADO was imposed a sanction in the form of cancellation of the Decree (Skep) for appointment as Prajurit Dua (Prada) and returned to civilian status,” said Widi.

As a demonstration of concern for the victim, personnel from Kodim (District Military Command) 1624/East Flores visited the rape victim’s residence in Riangkemie Village, Ile Mandiri District, East Flores Regency, on Tuesday (17/3/2026).

Widi emphasised that the TNI Army is present to provide moral support to the victim’s family whilst ensuring that the ongoing legal process can be resolved fairly.

Meanwhile, Theresia, representing the victim’s family, appreciated the visit by the TNI Army. “I express my gratitude for the attention and appreciation from the TNI Army for taking part in resolving the problem experienced by my child,” said Theresia.
