Tzu Chi Flats as Model for New State Asset Utilisation Scheme

JAKARTA - The Minister of Housing and Settlement Areas (PKP), Maruarar Sirait, along with the Head of the State-Owned Enterprises Management Agency (BP BUMN) Dony Oskaria, President Director of Perumnas Imelda Alini Pohan, and Sugianto Kusuma from the Indonesian Buddhist Tzu Chi Foundation, visited the Tzu Chi Cinta Kasih Flats on Sunday (5/4/2026).

This visit forms part of the government’s efforts to promote a model of vertical housing development that utilises state assets but is managed professionally by private parties to improve service quality and management sustainability.

“This is a real example of how the state and private sector can work together. State land is utilised for the people’s benefit, while its management is handled professionally to ensure the quality of housing remains maintained and sustainable,” said Ara, quoted from an official statement on Monday (6/4/2026).

She also expressed appreciation for the Tzu Chi Cinta Kasih Flats, which is considered an ideal pilot in the development of apartment buildings based on a complete ecosystem.

“I appreciate the Tzu Chi Cinta Kasih Flats as an ideal pilot,” she stated.

“This is what we need, housing that is integrated with community life and economy,” she emphasised.

The Head of BP BUMN, Dony Oskaria, reaffirmed his commitment to supporting the acceleration of national housing provision through cross-sector collaboration.

“We are ready to support the 3 Million Houses Programme by promoting housing models like this for replication in various regions,” said Dony.

In the initial stage, they will focus on five main areas: Jabodetabek, Bandung, Surabaya, Medan, and Makassar.

The President Director of Perumnas, Imelda Alini Pohan, explained that the Tzu Chi Cinta Kasih Flats is the result of optimising state assets through strategic cooperation.

“The Tzu Chi Cinta Kasih Flats was built in 2022 on 5 hectares of land owned by Perumnas with a total of 1,100 housing units. Its management is partnered with the Buddhist Tzu Chi Foundation for 25 years to ensure professional and sustainable operations,” she clarified.

Meanwhile, Aguan reaffirmed the commitment of the Indonesian Buddhist Tzu Chi Foundation in supporting the provision of decent housing for the community through a sustainable social approach.

“These flats not only provide shelter but also build an orderly, clean environment with mutual care among residents,” he concluded.
