The Ministry of Trade has officially released Minister of Trade Regulation Number 15 of 2026 concerning the Policy and Regulation of Exports of Strategic Natural Resource Commodities for Coal. This regulation is a derivative of Government Regulation (PP) Number 24 of 2026 on the Governance of Strategic Natural Resource Commodity Exports. The new trade regulation consists of 13 articles, signed by Minister of Trade Budi Santoso on 29 May 2026, and officially came into effect on 1 June 2026. As is known, the government has established a special export state-owned enterprise, namely PT Danantara Sumberdaya Indonesia (PT DSI). In the future, all export activities for natural resources such as coal, crude palm oil (CPO), and ferro alloy can only be carried out by PT DSI. Citing Article 2 of this new regulation, it is stated that: (1) Exports of Strategic Natural Resource Commodities for Coal may only be carried out by the Export SOE. (2) For the export activities of Strategic Natural Resource Commodities for Coal, the Exporter must possess a Business Licence in the form of a Registered Coal Exporter. (3) The Registered Coal Exporter permit as referred to in paragraph (2) that has been issued is used as a required customs supplementary document in the submission of the Customs Export Declaration to the customs office. The following is a list of coal types whose exports are regulated (tariff heading/HS): - Coal briquettes, ovoids, and similar solid fuels manufactured from coal (27.01) - Coal, whether or not pulverised, but not agglomerated - Anthracite (2701.11.00) - Bituminous coal (2701.12) - Fuel coal (2701.12.10) - Lignite, whether or not agglomerated, excluding jet (27.02) - Lignite, whether or not pulverised, but not agglomerated (2702.10.00) - Agglomerated lignite (2702.20.00) - Peat (including peat litter), whether or not agglomerated (27.03) - Peat, whether or not compressed into bales, but not agglomerated (2703.00.10) - Agglomerated peat (2703.00.20) The requirements are as follows: Registered Coal Exporter for Export SOEs: 1. Business licence, in the form of: Special Operation Production Mining Permit for Transportation and Sales / Coal Transportation and Sales Permit; 2. Proof of appointment as the Export SOE from the Government. 3. Proof of registration in the data application system of the ministry responsible for energy and mineral resources affairs, if the system is not yet integrated with SINSW; and 4. A stamped declaration letter stating that the coal to be exported originates from a legal mine in accordance with laws and regulations. Amendment of Coal ET: 1. A valid Coal ET; 2. Business licence, in the form of: Special Operation Production Mining Permit for Transportation and Sales / Coal Transportation and Sales Permit; 3. Proof of appointment as the Export SOE from the Government. 4. Proof of registration in the data application system of the ministry responsible for energy and mineral resources affairs, if the system is not yet integrated with SINSW; 5. A stamped declaration letter regarding the correctness of the exporter’s identity in the case of identity changes; and 6. A stamped declaration letter stating that the coal to be exported originates from a legal mine in accordance with laws and regulations. Registered Coal Exporter for Non-SOEs: 1. Business licence, in the form of: a. Operation Production Mining Permit; b. Special Operation Production Mining Permit; c. Coal Contract of Work/Special Mining Permit as Continuation of Operation Contract/Agreement; or d. Special Operation Production Mining Permit for Transportation and Sales/Coal Transportation and Sales Permit; 2. Proof of registration in the data application system of the ministry responsible for energy and mineral resources affairs, if the system is not yet integrated with SINSW; and 3. A stamped declaration letter stating that the coal to be exported originates from a legal mine in accordance with laws and regulations. Amendment of Registered Coal Exporter: 1. A valid Coal ET; 2. Business licence, in the form of: a. Operation Production Mining Permit; b. Special Operation Production Mining Permit; c. Coal Contract of Work/Special Mining Permit as Continuation of Operation Contract/Agreement; or d. Special Operation Production Mining Permit for Transportation and Sales/Coal Transportation and Sales Permit; 3. Proof of registration in the data application system of the ministry responsible for energy and mineral resources affairs, if the system is not yet integrated with SINSW; 4. Special Operation Production Mining Permit; c. Coal Contract of Work/Special Mining Permit as Continuation of Operation Contract/Agreement; or d. Special Operation Production Mining Permit for Transportation and Sales/Coal Transportation and Sales Permit; 3. Proof of registration in the data application system of the ministry responsible for energy and mineral resources affairs, if the system is not yet integrated with SINSW; and 4. A stamped declaration letter stating that the coal to be exported originates from a legal mine in accordance with laws and regulations.
