The Ministry of Trade has officially released Minister of Trade Regulation Number 15 of 2026 concerning the Policy and Regulation of the Export of Strategic Natural Resource Commodities: Coal. This regulation is a derivative of Government Regulation (PP) Number 24 of 2026 regarding the Governance of Strategic Natural Resource Commodity Exports.

This new regulation consists of 13 articles, signed by Minister of Trade Budi Santoso on 29 May 2026, and officially came into effect on 1 June 2026.

As previously noted, the government has established a specialised export SOE, namely PT Danantara Sumberdaya Indonesia (PT DSI). In the future, all export activities for strategic natural resources, such as coal, crude palm oil (CPO), and ferroalloys, can only be carried out by PT DSI.

Citing Article 2 of this new policy:

  1. The export of Strategic Natural Resource Commodities of Coal can only be conducted by the Export SOE.

  2. For the export activities of Strategic Natural Resource Commodities of Coal, exporters must possess a Business Permit in the form of a Registered Coal Exporter.

  3. The Registered Coal Exporter as referred to in paragraph (2) shall be used as a supplementary customs document required in the submission of Export Customs Declarations to the customs office.

The following is the list of coal types subject to export regulation (tariff headings/HS):

  • Coal briquettes, ovoids, and similar solid fuels made from coal (27.01)

  • Coal, crushed or not, whether or not agglomerated

  • Anthracite (2/2701.11.00)

  • Bituminous coal (2701.12)

  • Coal for fuel (2701.12.10)

  • Lignite, whether or not agglomerated, excluding peat (27.02)

  • Lignite, crushed or not, whether or not agglomerated (2702.10.00)

  • Agglomerated lignite (2702.20.00)

  • Peat (including peat sludge), whether or not agglomerated (27.03)

  • Peat, compressed into briquettes or not, whether or not agglomerated (2703.00.10)

  • Agglomerated peat (2703.00.20)

The requirements are as follows:

For Export SOEs:

  1. Business Permit, in the form of: IUP Special Production Operation for Transportation and Sale / Coal Transportation and Sale Permit;

  2. Proof of appointment as an Export SOE by the Government;

  3. Proof of registration in the data application system of the ministry responsible for energy and mineral resources, in the event that the system is not yet integrated with SINSW; and

  4. A notarised statement declaring that the exported coal originates from legitimate mines in accordance with laws and regulations.

For Changes to Registered Coal Exporters (ET Batubara):

  1. A valid Registered Coal Exporter permit;

  2. Business Permit, in the form of: IUP Special Production Operation for Transportation and Sale / Coal Transportation and Sale Permit;

  3. Proof of appointment as an Export SOE by the Government;

  4. Proof of registration in the data application for energy and mineral resources;

  5. A notarised statement regarding the accuracy of the exporter’s identity in the event of an identity change; and

  6. A notarised statement declaring that the exported coal originates from legitimate mines.

For Registered Coal Exporters (ET Batubara) for Non-SOEs:

  1. Business Permit, in the form of: IUP Production Operation/IUP; IUPK Production Operation/IUPK; PKP2B/IUPK as a continuation of contract/agreement; or IUP Special Production Operation for Transportation and Sale/Coal Transportation and Sale Permit;

  2. Proof of registration in the data application system of the ministry responsible for energy and mineral resources;

  3. A notarised statement declaring that the exported coal originates from legitimate mines.

For Changes to Non-SOE Registered Coal Exporters:

  1. A valid Registered Coal Exporter permit;

  2. Business Permit (as listed above);

  3. Proof of registration in the energy and mineral resources data system;

  4. A notarised statement regarding the accuracy of the exporter’s identity;

  5. A notarised statement declaring that the coal originates from legitimate mines.

For Extensions of Non-SOE Registered Coal Exporters:

  1. A valid Registered Coal Exporter permit;

  2. Business Permit (as listed above);

  3. Proof of registration in the energy and mineral resources data system;

  4. A notarised statement declaring that the coal originates from legitimate mines.
