The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) has revealed the causes behind the low national oil production in early 2026. This condition is primarily influenced by a decline in production from two of the nation’s main oil blocks: the Rokan Block, managed by PT Pertamina Hulu Rokan (PHR), and the Cepu Block, operated by ExxonMobil Cepu Ltd.

Head of SKK Migas, Djoko Siswanto, stated that the production decline in the Rokan Block is caused by repair work on the power generation system of PT PLN Mandau Cipta Tenaga Nusantara (PLN MCTN). “The problem in Rokan currently is the MCTN electricity repairs. The promise is for the end of July, but we want to push for completion by mid-July,” Djoko said during a meeting at the DPR, as reported on Thursday (4/6/2026).

Meanwhile, the production decline in the Cepu Block is due to reservoir challenges faced by the operator. Currently, the agency is working with the operator to evaluate the appropriate technology to maintain production levels in the Cepu Block. “We are evaluating what technology can maintain or even achieve this year’s production target. It is around 148, whereas it is currently around 130,” said Djoko.

As is known, based on data up to May 2026, oil lifting from the Rokan Block was recorded at 131,040 barrels per day (bopd), or approximately 80% of the 2026 State Budget (APBN) target of 163,859 bopd. Meanwhile, ExxonMobil’s oil lifting reached 129,915 bopd, or approximately 87.5% of the 2026 APBN target of 148,500 bopd.

Nationally, the realisation of oil, condensate, and NGL production reached 576,133 bopd, equivalent to 94.4% of the 2026 APBN target of 610,000 bopd.

  • PT Pertamina Hulu Rokan: target 163,859 bopd, realisation 131,040 bopd (80.0%).

  • ExxonMobil Cepu Ltd.: target 148,500 boplag, realisation 129,915 bopd (87.5%).

  • PT Pertamina EP: target 75,459 bopd, realisation 73,983 bopd (98.0%).

  • PT Pertamina Hulu Energi ONWJ: target 27,859 bopd, realisation 26,473 bopd (95.0%).

  • Medco E&P Natuna Ltd.: target 19,028 bopd, realisation 24,023 bopd (126.3%).

  • PT Pertamina Hulu Mahakam: target 22,428 bopd, realisation 25,575 bopd (114.0%).

  • PT Pertamina Hulu Energi OSES: target 22,900 bopd, realisation 18,036 bopd (78.8%).

  • PT Pertamina Hulu Sanga Sanga: target 11,966 bopd, realisation 14,957 bopd (125.0%).

  • PetroChina International Jabung Ltd.: target 11,600 bopd, realisation 27,478 bopd (236.9%).

  • JOB Pertamina-Medco E&P Tomori Sulawesi: target 7,191 bopd, realisation 9,291 bopd (129.2%).

  • PT Pertamina Hulu Kalimantan Timur: target 7,300 bopd, realisation 8,543 bopd (117.0%).

  • Saka Indonesia Pangkah Ltd.: target 5,750 bopd, realisation 8,754 bopd (152.2%).

  • PT Bumi Siak Pusako: target 7,532 bopd, realisation 7,352 bopd (97.6%).

  • Petrogas (Basin) Ltd.: target 4,156 bopd, realisation 4,203 bopd (101.1%).

Meanwhile, outside of these 20 largest contractors, other groups contributed a production of 35,606 bopd up to the end of May 2026.
