Two Main Elements in Determining the Parliamentary Threshold

JAKARTA - The parliamentary threshold has once again become a topic of discourse among political parties in recent days. This discussion arose after the House of Representatives (DPR) has yet to deliberate on revisions to Law Number 7 of 2017 on General Elections (Pemilu). Although no specific figures have emerged from the revision discussions, Golkar Party elites remind that determining the parliamentary threshold must consider two key aspects. What are they? “We must, as much as possible, ensure that the people’s votes truly carry meaning. We must strive to uphold the OPOVOV principle (One Person, One Vote, One Value),” stated Doli when contacted on Wednesday (22/4/2026). “However, we must also consider the element of governability, ensuring that post-election, all outcomes, namely the government, can function effectively,” he added. “To that end, political stability must be fostered through the consolidation of relatively uncomplicated political forces. Especially since our system of government is presidential, which requires support from a simple multi-party parliamentary system,” said the former Chairman of DPR Commission II. He proposed setting the parliamentary threshold for the DPR RI at 5%, up from the previous 4%. In his view, a parliamentary threshold for the DPR RI in the range of 4 to 6% is ideal. “I assess that 4-6% is an ideal figure. With the condition that the threshold is applied not only to the DPR RI but also to provincial and regency/city DPRDs in a tiered manner,” Doli stated. The case registered under Number 116/PUU-XXI/2023 was filed by Perludem Board Chair Khoirunnisa Nur Agustyati and Treasurer Irmalidarti. In its Decision Number 116/PUU-XXI/2023, the Constitutional Court (MK) declared the norm of Article 414 paragraph (1), or the 4% parliamentary threshold, constitutional as long as it remains applicable to the 2024 DPR elections. The MK established at least five prerequisite points.
