Two Kupang PPPK Fined Rp 1 Million for Drinking and Smoking During Working Hours
A video of a surprise inspection conducted by Kupang Regent Yosef Lede at the Public Works and Spatial Planning (PUPR) office has gone viral on social media. The inspection took place on Friday (12/6/2026) and showed several Government Employees with Work Agreements (PPPK) allegedly engaging in improper activities within the government office environment. In the circulating video, several employees are seen in a room playing music and smoking. Additionally, bottles believed to contain the traditional liquor ‘sopi’ are visible. One employee also appeared shirtless. Yosef Lede admitted he was deeply disappointed. According to him, government offices should be used to provide services to the public, not for activities that violate the ethics of public servants. “This is simply wrong. Smoking and getting drunk in the office,” said Yosef Lede via telephone on Tuesday (16/6/2026). The Gerindra Party politician stated that the actions of the PPPK were unacceptable and could not be tolerated. He lamented the alleged use of government offices for activities unrelated to public service duties. “It is deeply regrettable that they could do this in the office,” he added. Separately, Kupang Regency Regional Secretary Mateldius Soleman Jilis Sanam said the two employees involved have been given a reprimand and administrative sanctions. “They were given a reprimand and a warning and were sanctioned with a payment to the regional treasury,” Sanam said via WhatsApp message. According to Sanam, the two PPPK employees were proven to have violated the rules by smoking in the office environment. They were fined for smoking in the office area. Both are required to pay a fine of Rp 1 million each to the regional treasury. The payment must be completed within this week in accordance with applicable regulations. “They must pay into the regional treasury this week,” Sanam stressed.
