Two Illegal Cigarette Distributors in Buleleng to Face Trial
Two men, identified by the initials ABDR and AY, will soon face trial following the distribution of illegal cigarettes in Buleleng, Bali. The legal proceedings are set to commence after the Buleleng District Attorney’s Office received the suspects and evidence from the Bali Regional Police.
“The public prosecutor will soon prepare the indictment and transfer the case to the court for trial,” said the Head of the Intelligence Section of the Buleleg District Attorney’s Office, Dewa Gede Baskara Haryasa, on Friday (3/7/2026).
The case originated on 19 December 2025, when authorities uncovered the suspected distribution of ‘HD Putih’ brand cigarettes in the Gerokgak District, Buleleng. The cigarettes were allegedly distributed without including mandatory health warnings, such as text and images, as required by law.
Officers seized 25 cartons, or 250 packs, of HD Putih brand cigarettes at a house in Banjar Dinas Gondol, Penyabangan Village, Gerokgak District. In addition to the lack of health warnings, the cigarettes were also allegedly distributed without a valid business permit.
Based on the investigation results, ABDR allegedly ordered the cigarettes from suppliers named Hozaini and Sugianto, then supplied them to the suspect AY at prices below the market rate. ABDR also reportedly lent a pickup truck, with registration number S 8011 AG, to AY to support the distribution of the cigarettes.
Meanwhile, AY was allegedly responsible for distributing and selling the cigarettes to various small shops in the Gerokgak District. The sales were conducted using a consignment system, where payment was made after the goods were sold, in order to generate mutual profit.
ABDR and AY are suspected of violating Article 437 paragraph (1) in conjunction with Article 150 of Law Number 17 of 2023 concerning Health, in conjunction with Law Number 1 of 2026 concerning Criminal Adjustment, in conjunction with Article 55 paragraph (1) 1st of the Criminal Code (KUHP) as amended by Law Number 1 of 2023 regarding the Criminal Code.
