Two COVID-19 Mask Corruption Suspects File Pre-Trial Motions, Following Former Sumbawa Deputy Regent
Two suspects in the alleged corruption case involving the procurement of COVID-19 masks at the Cooperatives and Small and Medium Enterprises Office (Diskop UMKM) of West Nusa Tenggara (NTB) in 2020 have filed pre-trial motions at the Mataram District Court. This step follows a similar legal challenge previously taken by former Sumbawa Deputy Regent, Dewi Noviany.
The two suspects are former Head of the NTB Regional Secretariat’s Economic Bureau, Wirajaya Kusuma, and M Hariyadi Wahyudin. Both were named as suspects in May 2025.
Mataram District Court spokesperson Kelik Trimargo confirmed the receipt of the pre-trial requests. “Yes, the pre-trial motions for Wirajaya and Hariyadi have been submitted,” Kelik said on Wednesday (24/6/2026).
Based on a search of the Mataram District Court’s Case Tracking Information System (SIPP), Wirajaya Kusuma’s pre-trial motion is recorded under case number 18/Pid.Pra/2026/PN Mtr. The case classification concerns the validity of the forced measure of naming a suspect. In his petition, Wirajaya Kusuma is suing the Indonesian National Police cq NTB Regional Police cq Mataram City Police Chief, as well as the Attorney General’s Office of the Republic of Indonesia cq NTB High Prosecutor’s Office cq Mataram District Prosecutor’s Office as respondents.
Meanwhile, M Hariyadi Wahyudin’s pre-trial motion is recorded under case number 17/Pid.Pra/2026/PN Mtr with the same classification. The respondents in his case are the National Police Chief cq NTB Police Chief cq Mataram City Police Chief cq Mataram City Police Criminal Investigation Unit.
The Mataram District Court has also set the initial hearing schedules for both motions. Wirajaya Kusuma’s first hearing is scheduled for Tuesday (7/7/2026), while M Hariyadi Wahyudin’s hearing will take place earlier on Friday (3/7/2026).
Head of the Mataram City Police Criminal Investigation Unit, AKP I Made Dharma Yulia Putra, declined to comment on the pre-trial motions filed by the two suspects. Separately, Head of the Mataram District Prosecutor’s Intelligence Section, Ida Made Oka Wijaya, stated that such a legal step is the right of every suspect. “Regarding the pre-trial, it is the suspect’s right, and we certainly respect that legal effort,” he said. Although named as a respondent, Oka admitted that his office had not yet received official notification regarding the motion. “As of now, we have not received official notification as a respondent in the pre-trial,” he stated.
In this case, investigators have named six suspects. Besides Wirajaya Kusuma and M Hariyadi Wahyudin, the other suspects are former Sumbawa Deputy Regent Dewi Noviany, Rabiatul Adawiah (who is Wirajaya Kusuma’s wife), former NTB Tourism Office Secretary Chalid Tomassoang Bulu, and Kamaruddin. The suspects are currently not detained after their previous detention was suspended by the Mataram City Police Criminal Investigation Unit. The case files for the suspects were declared complete in April 2026, but the second phase, involving the handover of suspects and evidence to prosecutors, has not yet been carried out.
This case relates to the procurement of COVID-19 masks worth Rp 12.3 billion, sourced from the Unexpected Expenditure (BTT) budget of the NTB Diskop UMKM. According to calculations by the NTB Financial and Development Supervisory Agency (BPKP), the state losses in this case reached Rp 1.58 billion. At the time of the procurement, each suspect held different positions and roles. Wirajaya Kusuma served as Head of the NTB Diskop UMKM. Kamaruddin acted as the commitment-making officer (PPK), Chalid Tomassoang Bulu as Head of the UKM Division at Diskop UMKM NTB, M Hariyadi Wahyudin as a staff member in the UKM Division, and Rabiatul Adawiah as a staff member at the NTB Trade Office. Meanwhile, Dewi Noviany at that time served as Head of the Administrative Sub-Division in the Asset Division of the NTB Regional Financial and Asset Management Agency (BPKAD).
