Two police stations in Bekasi Raya have issued a Joint Circular aimed at protecting students involved in riots that lead to violence. The circular also strengthens the commitment of not only schools but also industries with internship programmes to help protect students from violent actions.

Joint Circular Number: SE/2/IX/2026/Polres Metro Bekasi Kota and SE/2/X/2026/Polres Metro Bekasi concerns the Protection of Student Children from Protest Activities Containing Elements of Danger and Violence. The circular refers to Law Number 5 of 2026 concerning the National Police of the Republic of Indonesia, and Law Number 35 of 2014 concerning Child Protection.

“In relation to the above references, it is hereby communicated to companies/institutions currently hosting vocational high school (SMK) students conducting Field Work Practices (PKL) to participate in providing protection for students from protest activities containing elements of danger and violence,” stated the joint circular, according to documents obtained on Wednesday (30/9/2026).

The following appeals were included in the circular signed by Bekasi Kota Metro Police Chief Kombes Putu Kholis Aryana and Bekasi Metro Police Chief Kombes Andi Oddang Riuh Hutomo:

  • Prioritise child safety.

  • Do not grant permission to internship students for unclear activities outside the internship environment.

  • Do not involve internship students in protest actions.

  • Remain vigilant against all forms of incitement, invitations to convoy, and digital provocation from irresponsible parties.

  • Ensure internship students return home safely and soundly immediately after internship hours.

  • All parties responsible for internship students are responsible for their protection.

Previously, the Bekasi Kota Metro Police and Bekasi Metro Police held a coordination meeting with the Regional Education Office Branch III, Kadin (Chamber of Commerce), APINDO (Indonesian Employers Association), and business actors. This meeting linked student protection efforts with the preparation of the next generation to meet labour needs in Bekasi Raya.

Kombes Putu Kholis, who attended the coordination meeting, stated that labour needs should not be viewed merely as a current issue. High school and vocational school students require special attention as they will eventually enter the productive age and drive the regional economy.

“We are preparing for Indonesia Emas 2045. The children studying in high schools and vocational schools today will be part of the productive generation at that time. If we want them to be ready to work and advance this region, we must protect and prepare them starting now,” said Putu Kholis.

Putu Kholis also highlighted issues faced by students outside the classroom. Some children are vulnerable to being exploited or incited to engage in self-harming actions, such as brawls, illegal street racing, and joining mobilisations towards protests that end in riots. This situation has drawn the attention of the Metro Jaya Regional Police Chief and requires collective concern.

Through the Police and School Community Partnership Forum (FKPMS) initiated by the Metro Jaya Regional Police Chief, the police, schools, and parents can strengthen communication to recognise issues early. This guidance is expected to help students remain safe, continue their education, and develop their potential.

Regarding skills preparation, Putu Kholis emphasised the importance of sustainable partnerships between schools and companies. Such cooperation must be accompanied by guidance and supervision while students undergo learning within the industrial environment.

“Schools and the business world need to work together from when children are still learning. We want them to receive good guidance, develop necessary skills, and have a clear direction after graduation. In doing so, they will be more prepared for work and have the opportunity to contribute,” said Putu Kholis.
