TWK Test Documents Must Be Made Public, KPK Chairman Says Review Needed First
The Central Information Commission (KIP) has granted the petition of 57 former Corruption Eradication Commission (KPK) employees requesting that the results of the nationalist insight test (TWK) be made public. KPK Chairman Setyo Budiyanto said the matter would be reviewed.
“Yes, I will refer this to the legal bureau and the Secretary-General’s office to conduct a review first,” Setyo said at the Ministry of Administrative and Bureaucratic Reform in Jakarta on Tuesday (24/2/2026).
He said the KPK would study the ruling, noting that this was necessary to understand the details of the KIP decision.
“We need to study first what has been conveyed and what results have been obtained,” he said.
The lawsuit filed by the 57 former KPK employees, who are members of the IM57+ Institute, was granted by the panel of judges at the KIP. The judges declared that the TWK documents, which had been kept confidential, must be disclosed to the petitioners.
The ruling was delivered on Monday (23/2). Rospita Vici Paulyn presided as chief judge, with Arya Sandhiyudha and Samrotunnajah Ismail serving as panel members.
The panel ruled that the petition by Ita Khoiriyah and Hotman Tambunan, representing the IM57+ Institute, was granted, and that the respondent was obliged to disclose the assessment results that had been kept secret to Ita and Hotman as victims of the TWK process.
The KIP ruling also signifies that all parties involved in the TWK are required to provide and disclose the documents to the petitioners. This is in accordance with prevailing legal provisions that such information must be made public.
“This is not only a victory for TWK victims but a victory against all forms of intimidation and manipulation targeting corruption eradication and democracy,” said one of the petitioners, Hotman Tambunan, in a statement to journalists on Monday (23/2).
The lawsuit filed by the 57 former KPK employees through the IM57+ Institute was lodged in October 2025. They demanded that the TWK results be made public and expressed hope of being reinstated at the KPK.
The TWK was a test implemented by the KPK in 2020 for all its employees. The test was a requirement for KPK employees transitioning to civil servant (ASN) status. A total of 57 KPK employees were declared to have failed the test and subsequently formed the IM57+ Institute.
