TÜV SÜD Launches Global Decarbonisation Centre of Excellence to Strengthen Carbon Data Integrity
Singapore, (ANTARA/PRNewswire) - A leader in testing, inspection, and certification (TIC) services, TÜV SÜD, has launched the Global Decarbonisation Centre of Excellence (CoE) in Singapore. The CoE strengthens the infrastructure supporting carbon market integrity and digital carbon verification processes, while reinforcing Singapore’s position as a regional hub for carbon services. From Singapore, the CoE will serve as a trusted base to expand strategic climate solutions across Southeast Asia and other regions.
Supported by the Economic Development Board (EDB), the CoE includes an investment of over USD 24 million to build an integrated and innovative digital Monitoring, Reporting, and Verification (dMRV) ecosystem. This ecosystem will produce high-integrity, ready-to-verify carbon data from Singapore for the regional area.
The ASEAN carbon market has the potential to create cumulative opportunities of up to USD 3 trillion by 2050. However, fragmented regulations, non-uniform methodologies, and challenges in monitoring and verification continue to hinder investor confidence and market participation. With the support of advanced digital technology and TÜV SÜD’s expertise in providing independent assessment and verification, the CoE will help build trusted infrastructure to transform carbon data into credible and verifiable climate action.

The launch of the CoE coincides with the 20th anniversary of TÜV SÜD PSB’s presence in Singapore. Over the past two decades, the 160-year-old global TIC institution, operating in over 50 countries, has supported Singapore’s agenda in sustainability, innovation, and industrial transformation.

As various countries move towards implementing Article 6 of the Paris Agreement, the need for trusted and interoperable carbon market infrastructure is increasing globally. By combining digital innovation with expertise in independent validation and verification, the CoE will support the implementation of Article 6.
The CoE will focus on five strategic areas:
Implementation of Article 6 and international carbon market regulations;
Carbon markets and climate impact assessment and verification services, including through dMRV;
Energy transition, energy resilience, and alternative fuels;
Supply chain integrity and industrial decarbonisation;
Capacity building and ecosystem development for governments and industries.
The CoE will also support the development of methodologies for nature-based solutions and blue economy projects. Through these efforts, the CoE will help address the regional blue economy financing gap, which is estimated to reach USD 2.1 trillion by 2030.
