Tulungagung Regent Targets Rp 5 Billion 'Quota' from 16 OPDs, Collects Rp 2.7 Billion
GSW requested money from various Heads of Regional Device Organizations (OPD) and other officials, either directly or through intermediary YOG (Dwi Yoga Ambal), who serves as the Regent’s aide (ADC), with the total request amounting to approximately Rp 5 billion,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at the KPK’s Merah Putih Building on Saturday (11/4/2026). Asep stated that at least 16 department heads within the Tulungagung Regency Government were targeted for these quota payments, with amounts demanded ranging from Rp 15 million to Rp 2.8 billion. The quota money was requested by Dwi Yoga, as Gatut’s aide, from the department heads, with assistance from Sugeng, another regent’s aide. “From the total requests by GSW to the OPDs, which were at least Rp 5 billion, the realisation of funds received by GSW was approximately Rp 2.7 billion,” he said. Regent Gatut has been designated as a suspect alongside Dwi Yoga Ambal, his aide (ADC). Regent Gatut has been immediately detained for the initial 20 days. “The KPK will subsequently detain the Suspects for the first 20 days from 11-30 April 2026. The detention will take place at the Branch State Detention Centre at the KPK’s Merah Putih Building,” Asep explained. Gatut is also suspected of arranging vendors for the procurement of medical equipment at the hospital, by assigning vendors to be awarded the contracts. Additionally, he is alleged to have arranged for his associates to win the procurement for cleaning service and security provision. For their actions, the suspects are charged with committing corruption offences as stipulated in Article 12 letter e or Article 12B of Law No. 31 of 1999 on the Eradication of Criminal Acts of Corruption as amended by Law No. 20 of 2001 on the eradication of corruption crimes, in conjunction with Article 20 letter c of Law No. 1 of 2023 on the Criminal Code.
