Tulungagung Regent Becomes Suspect: Luxury Shoes from Extortion Money

The two suspects are Regent Gatut and his aide Dwi Yoga Ambal. Regent Gatut was immediately detained for the first 20 days. “The KPK subsequently detained the suspects for the first 20 days from 11-30 April 2026. The detention is being carried out at the KPK’s Merah Putih Building Branch State Detention Centre,” Asep explained. Extortion Up to Billions of Rupiah The KPK revealed that Regent Gatut set an extortion target of up to Rp 5 billion. However, until his arrest, Regent Gatut only managed to collect Rp 2.7 billion. “From the total demand by GSW to the regional apparatus organisations (OPD) of at least Rp 5 billion, the realised amount received by GSW is approximately Rp 2.7 billion,” Asep disclosed. Asep stated that at least 16 department heads within the Tulungagung Regency Government were asked for quota money. The amounts requested ranged from Rp 15 million to Rp 2.8 billion. The quota money was requested by Dwi Yoga, as Gatut’s aide, from the department heads. Dwi Yoga was assisted by Sugeng, who is also the regent’s aide. Money Used to Buy Luxury Shoes From the extortion case, the KPK then secured several pieces of evidence. Among them were four pairs of luxury shoes and Rp 335.4 million from the extortion proceeds. “From this undercover investigation activity, the team also secured evidence in the form of documents, electronic evidence (BBE), several pairs of Louis Vuitton brand shoes, and cash amounting to Rp 335.4 million,” Asep stated. Asep said the evidence of the four pairs of high-value shoes. The price of the four pairs of LV shoes reaches hundreds of millions of rupiah. “The shoes are also quite expensive; after we checked, they turned out to be Rp 129 million,” Asep added. Furthermore, Asep revealed that the extortion proceeds from the dozen regional officials were used for various needs of Regent Gatut. Some for personal purposes, and others for providing holiday allowances (THR) to several Regional Leadership Coordination Forums (Forkopimda). “This money is suspected to have been used for personal interests such as buying shoes, medical treatment, dining treats, and other personal needs that were also requested or charged to the OPD budget,” Asep said. Guntur stated that some of the extortion money from the dozen regional officials was also used for THR payments. The recipients of the THR were the Forkopimda in the Tulungagung Regency Government. Khofifah’s Reaction to Tulungagung Regent Becoming a Suspect East Java Governor Khofifah has finally spoken out regarding the case of Tulungagung Regent Gatut Sunu Wibowo being ensnared in the KPK’s raid. Khofifah expressed regret over the incident. Khofifah will hand over all legal processes, in this case to the KPK as the authorised body. Especially to find a format on how to ensure that no more regional heads are ensnared in raids. “So if something like this has happened, we definitely hand it over to the legal aspect, to the KPK to find the format; this is the KPK’s authority, something like that,” Khofifah said as quoted from detikJateng on Sunday (12/4/2026).
