TTU Council Member Denies Intimidating Dr Icha, Victim's Uncle Asks: What's the Difference Between Shouting and Speaking in a High Tone?

A member of the Timor Tengah Utara (TTU) Regional House of Representatives has denied allegations of intimidating a young doctor, Eliza Princita Utami Pakaenoni, known as Dr Icha, who died by suicide. The victim’s uncle, Fabianus Banase, has challenged this denial, questioning the difference between shouting and speaking in a high tone. According to medical examination results, Dr Icha was diagnosed with severe depression without psychotic features, a variant involving severe shock that led to a suicide attempt. She passed away on Friday, 26 June 2026, at her parents’ home in the Baumata Housing Complex, Kupang Regency, after a week of treatment at Leona Hospital. Fabianus stated that the three reported council members continue to deny shouting at the victim, claiming they only communicated in a high tone. He described the council members’ behaviour as provocative, alleging they asserted superior knowledge of the standard operating procedure that the case should have been handled within six hours. He further claimed that one of the individuals cornered the victim by questioning her treatment methods, including the use of paracetamol, despite Dr Icha being a referral doctor at the Kefamenanu Regional General Hospital. The family had previously planned to transfer her to Bhayangkara Hospital in Kupang.
