TRAP Special Committee on Bali DPRD Rebuked by Leadership: Learn the Law First

Secretary of the Special Committee on Spatial Planning, Assets and Permitting (Pansus TRAP) I Dewa Nyoman Rai commented on Bali DPRD Deputy Speaker I Wayan Disel Astawa’s remarks about how the Pansus TRAP operates during a surprise field inspection. ‘Learn the law first, then talk about the law,’ Dewa Rai said when contacted on Friday (22 May 2026). He explained that the Pansus TRAP comprises members of Commission I who are, by nature, legally knowledgeable. In other words, the working method of the Pansus TRAP is already in accordance with the law. ‘Not that ensuring the Satpol PP must go through the Governor’s recommendation; there is no such thing. That is the executive,’ the PDIP politician said. He urged Disel to read Law No. 23 of 2024 on Local Government. Dewa Rai explained that all OPD do not need to wait for orders from the governor if given a recommendation by the legislature. ‘All OPD do not have to wait for orders from the governor or be required to follow the Satpol PP line,’ he said. Dewa Rai warned against the public viewing that fellow councillors disagree on legal matters. He urged all councillors to speak within their share of power and authority. ‘Pansus TRAP is not going out to find problems; no. It is to clarify to investors so that they meet all criteria to avoid violations of the law itself,’ he explained. He also stressed that the Pansus TRAP is not meant to frighten Bali’s investors. If investors do not breach the regulations, there is nothing to fear. Earlier, Bali DPRD leadership reminded the Pansus TRAP of the procedure regarding closing Satpol PP lines at each sidak. Deputy Speaker I Wayan Disel Astawa said that, following procedures, after a field sidak the Pansus TRAP should discuss internally with the council and issue a recommendation to the Governor of Bali. After that, the governor would order Satpol PP to install the Satpol PP line. ‘It is the governor who orders to install the Satpol PP line for SP1, SP2, or SP3. Not simply us going to the field that day and closing it,’ Disel said in a written statement received by detikBali on Thursday (21 May 2026).
