Transport ticket discount programme realisation reaches target

The Coordinating Ministry for Economic Affairs has stated that the implementation of the transport ticket discount programme for the second half of 2026 has reached its target. The realisation of the programme is progressing well, with optimal absorption by the public, demonstrating that the stimulus is providing direct benefits to the community.

As previously noted, during the school holiday period, the government provided transport incentives and discounts, including a 30 per cent discount on train tickets from 20 June to 5 July 2026, and a 30 per cent discount on Pelni ship base fares from 20 June to 15 August 2026. Additionally, the government provided exemptions for ASDP port service fees from 20 June to 5 July 2026, as well as a 100 per cent government-borne Value Added Tax (VAT) subsidy for scheduled domestic economy-class flight tickets.

“Up to this point, the implementation is proceeding well and the programme’s absorption by the public is quite optimal, showing that the stimulus is able to provide benefits that are directly felt by the community,” explained Haryo Limanseto, Spokesperson for the Coordinating Ministry for Economic Affairs, in a statement in Jakarta on Wednesday.

As of 5 July 2026, the programme has been utilised by 1,303,191 passengers, reaching 110 per cent of the target of 1,174,624 passengers. This figure also represents a 13 per cent increase compared to the realisation during the same period in 2025, which recorded 1,152,581 passengers.

With a budget realisation of Rp90.9 billion, the policy covered 150 regular train trips and 26 additional train trips, providing a 30 per cent discount for all non-PSO/non-pioneer economy train services.

Meanwhile, the implementation of the sea transport fare discount programme is still ongoing, as its period is set to end on 15 August 2026. As of 6 July 2026, this programme has been utilised by 481,503 passengers, or approximately 69 per cent of the target of 693,690 passengers, with the current budget realisation standing at Rp46.9 billion. Given its longer implementation period compared to other transport discount programmes, realisation is expected to continue increasing until the end of the incentive period.

Furthermore, the realisation of the ferry transport incentive programme has also shown significant achievements. Based on boarding data, as of 5 July 20ly, 1,125,088 passengers have utilised the incentive, reaching 93.25 per cent of the target of 1,206,585 passengers. This figure consists of 959,880 passengers travelling with 360,141 vehicles and 165,208 pedestrians.

In its implementation, the Government provided a 100 per cent exemption on port service fees, which overall is equivalent to a discount of approximately 21.11 per cent on ferry ticket prices. The incentive was provided to pedestrians, two-wheeled vehicle users (Group II), and private vehicles (Group IVA) across 14 ferry ports and 7 routes managed by PT ASDP Indonesia Ferry.

“The Government is optimistic that these various stimulus policies can provide real benefits to the community while maintaining the momentum of national economic growth. Moving forward, the Government will continue to monitor the implementation of every programme to ensure benefits are wider and more targeted, thereby strengthening public purchasing power and encouraging economic activity in various regions,” concluded Spokesperson Haryo.
