Transport Ministry Prioritises Safety Programmes and Mass Transit Development in 2027

The Directorate General of Land Transportation at the Ministry of Transportation is prioritising several strategic programmes for 2027, including safety and security measures, as well as the construction of Mass Public Transport Systems (SAUM) in two cities. Director General of Land Transportation Aan Suhanan stated during a hearing with Commission V of the Indonesian House of Representatives at the Parliament Complex in Jakarta on Monday that safety and security are crucial aspects of transport provision. This has become a priority for budget allocation, realised through structured efforts to ensure land transport safety and security. Aan further explained that the directorate general has prepared national priority programmes within the 2027 Government Work Plan. For the land transport safety and security programme, a budget of IDR 414.61 billion has been allocated, which will be used, among other things, to support Zero ODOL (Over Dimension Over Loading) services, the procurement and installation of road equipment, maintenance of road equipment, and the handling of accident-prone locations. Furthermore, IDR 1.55 trillion has been budgeted for the construction of SAUM in Medan and Bandung. This activity is a major project under the 2020-2024 and 2025-2029 National Medium-Term Development Plans, supported by funding from the World Bank. In addition, the directorate general is also prioritising 624 pioneer transport services with a budget of IDR 224.09 billion, four urban transport services worth IDR 35.1 billion, and continued infrastructure development at three locations budgeted at IDR 101.9 billion. Aan added that his office has also budgeted IDR 11.97 billion for post-disaster rehabilitation in Aceh and West Sumatra, IDR 339 billion for the payment of the Bekasi Proving Ground asset procurement, and IDR 5 billion for creative financing support through the Public-Private Partnership scheme. Meanwhile, Aan also conveyed that out of the total budget requirement of IDR 10.22 trillion, his office has only received an indicative ceiling of IDR 4.31 trillion, or about 42 percent of the requirement. He stated that the total budget requirement for the Directorate General of Land Transportation in 2027 is IDR 10.22 trillion, while the indicative ceiling received is IDR 4.31 trillion, leaving a budget gap of IDR 5.91 trillion. Consequently, he said his office has submitted a request for additional budget to the Ministry of Finance so that national land transport programmes and services can run effectively. He also noted that a request for unaccommodated mandatory budget requirements amounting to IDR 2.702 trillion has been submitted to the Minister of Finance to ensure public services can continue to operate optimally.
