Transport Ministry Prepares Integrated National Transport System Bill
The Ministry of Transportation (Kemenhub) is preparing a draft of the National Transport System Bill (RUU Sistranas) to realise integrated, equitable, resilient, and safe transport services to support the Indonesia Maju 2045 vision.
Director General of Transport Integration and Multimodality at Kemenhub, Risal Wasal, stated that the drafting of the bill is underway to address national transport challenges. “We are currently discussing it. We are preparing a National Transport System Bill that is integrated, equitable, safe, and so on. Yes, we are discussing it, we are conceptualising the regulations,” Risal said in Jakarta on Tuesday.
He conveyed this during the National Seminar of the Indonesian Transport Society (MTI) themed ‘The Strategic Role of the RUU Sistranas in Realising Integrated and Sustainable Mass Transport’. He explained that current transport issues are being identified and will be resolved through new arrangements in the RUU Sistranas to make the transport system more effective.
Risal said the regulation is being prepared as a foundation for building national transport services that meet the needs of the public while supporting passenger mobility and goods distribution across Indonesia. According to him, intermodal integration is a primary focus so that the public receives interconnected transport services with improved service standards.
Risal cited Jakarta as an example, which already has various transport modes such as TransJakarta, MRT, LRT, KRL, road transport, and sea transport, with integration continuing to be strengthened. He said strengthening public transport aims to encourage the public to shift from private vehicles to safe, comfortable, and high-quality public transport.
According to him, service improvements are also being made through the provision of better pavements, the addition of public transport, and the development of supporting facilities for public mobility. “The target is for the public to shift from private vehicles to public transport. We prioritise public transport users, we widen road facilities, pavements are widened, transport is increased, and so on,” Risal explained.
He likened the drafting of the RUU Sistranas to assembling a large puzzle that unites all components of national transport under a single service standard. The Ministry of Transportation hopes the RUU Sistranas will become the foundation for an integrated and high-quality national transport system to support the realisation of the Indonesia Maju 2045 vision through modern transport services.
