Transport Ministry and France's DGAC Strengthen Civil Aviation Cooperation
The Ministry of Transportation, together with France’s Direction Générale de l’Aviation Civile (DGAC), is strengthening technical cooperation in civil aviation through the signing of Annex VI to improve safety, security, human resource capacity, and sustainability in the aviation sector. “Annex VI is a tangible manifestation of the commitment of Indonesia and France to enhance civil aviation safety, security, and sustainability,” said Director General of Air Transportation at the Ministry of Transportation, Lukman F. Laisa, in Jakarta on Wednesday.
The Directorate General of Air Transportation at the Ministry of Transportation affirmed its commitment to strengthening civil aviation cooperation with the DGAC through the signing of Annex VI. The signing, supported by Airbus, serves as a follow-up to Indonesia-France technical cooperation to strengthen safety, human resource development, exchange of expertise, and the sustainable implementation of international civil aviation standards.
“The signing of Annex VI was carried out as a follow-up to the technical cooperation that has been established between Indonesia and France in supporting the development of the civil aviation sector,” Lukman said. The signing also aims to strengthen collaboration between the two countries in facing the challenges and developments within the civil aviation sector. “Annex VI is a tangible effort to strengthen oversight capacity, human resource development, and the exchange of knowledge, experience, and best practices,” Lukman added.
Annex VI is a continuation of the Technical Cooperation Agreement (TCA) agreed upon in 2019 and serves as the basis for implementing various technical cooperation programmes in the field of civil aviation between the Directorate General of Air Transportation and DGAC France. “With the enactment of Annex VI, the previous Annex V, which served as the basis for implementing cooperation, is declared no longer valid,” he explained.
The scope of cooperation under Annex VI includes strengthening the civil aviation safety oversight system, enhancing human resource competency in the aviation sector, exchanging expertise and experience, and carrying out various other technical activities that support the implementation of International Civil Aviation Organization (ICAO) standards and recommendations. Through this cooperation, it is hoped that both civil aviation authorities can continue to share experiences and expertise to improve the performance of civil aviation operations. Furthermore, it aims to strengthen the implementation of aviation safety and security standards and support the creation of a more reliable and competitive aviation system.
Asia Pacific Cooperation Director of DGAC France, Thibaut Lallemand, emphasised that aviation safety is the top priority underpinning every form of cooperation between the two countries. “Through close cooperation, both countries can continue to share experiences and strengthen a safer civil aviation system,” said Thibaut Lallemand. Meanwhile, Airbus Regional Safety Director for Europe – Operations Safety Enhancement, Denis Blaché, affirmed Airbus’s commitment to continue supporting technical cooperation between the Directorate General of Air Transportation and DGAC France, particularly in strengthening safety oversight capacity. “Airbus is committed to continuing to support this cooperation, especially in strengthening safety oversight,” said Denis Blaché.
Annex VI is valid for a period of one year in accordance with the provisions agreed upon by both civil aviation authorities and can be extended based on mutual agreement. Through the signing of this Annex VI, the Directorate General of Air Transportation at the Ministry of Transportation reaffirmed its commitment to continue building strategic international partnerships to realise an Indonesian civil aviation system that is safe, secure, reliable, sustainable, and aligned with international standards.
