Train car for personal profit

Before the Jakarta-Yogyakarta train departed from Senen station at 9:10 p.m. on Oct.18, passengers were not allowed to enter the last car. They had to travel in the other crowded cars. At the next station, Jatinegara, a great number of new passengers were permitted into the empty car but had to pay Rp 1,000 each to a railway official.

This unlaudable practice clearly harms the interest of passengers in general. Why do such things still happen? When will Perumka, the state railway company, become professional?
