Strong controversy reigns over the policy that only vehicles
with at least three occupants are allowed to use Jl. Sudirman and
Jl. Thamrin between 6:30 and 10 a.m..
Many persons have voiced the opinion that the policy has
proven ineffective and harmful because of the following:
1. Under-utilization of the 8-km Sudirman-Thamrin stretch of road
causes enormous congestion in other areas like Jl. Mongunsidi and
Jl. Tendean in South Jakarta. 2. Excessive deployment of police
personnel for the manning of each roadblock with three or four
officers is wasteful. 3. The widespread practice of children
riding along in cars to meet the quota of three is a loss of
study time. 4. The additional expense to hire extra passengers is
a heavy burden on motorists.
The road traffic and transport agency (DLLAJ) has repeatedly
stated that it will maintain the ruling because the ban helps
solve traffic problems. It will also propose that other related
agencies extend the restricted zone to Jl. Gadjah Mada and Jl.
Hayam Wuruk.
I belong to the large group of road users who would like to
see the ruling abolished. I herewith make an appeal to the agency
chief (Kepala Dinas DLLAJ) of the city administration to change
his stance.
