The Minister of Trade has officially issued Minister of Trade Regulation (Permendag) Number 19 of 2026, which governs trade through electronic systems, commonly known as e-commerce. This new regulation is designed to protect local business actors and consumers in the digital era.

Through this regulation, the government has mapped the e-commerce ecosystem into three main groups: product owners or sellers, digital platforms, and consumers. All three parties are expected to gain clearer certainty regarding their rights and obligations.

“In the e-commerce ecosystem, we have mapped it into three parts. First, the products, which include the sellers; second, the traders or e-commerce platforms; and third, the consumers,” stated Minister of Trade Budi Santoso at the Ministry of Trade office on Monday (8/6/2026).

The latest regulation contains several key provisions deemed essential for maintaining a balanced digital trade ecosystem. One of the primary focuses is the protection of local products amidst intense competition in the online market.

Furthermore, the government emphasised the importance of digital platform transparency, the legality of business actors, consumer protection, and the responsible use of artificial intelligence (AI).

“The second is digital platform transparency, the third is the legality of business actors, the fourth is strengthening consumer protection, and the fifth is the responsible utilisation of AI,” said Budi.

Several large e-commerce platforms have already submitted action plans to the Ministry of Trade regarding the implementation of the new rules. The Ministry of Trade is also coordinating with the Ministry of MSMEs to ensure that the policies issued are complementary.
