The Ministry of Trade (Kemendag) is accelerating discussions on revising digital trade regulations amid ongoing inter-ministerial and institutional harmonisation. Online sellers and e-commerce platforms are scheduled to be summoned by the government on Tuesday, 26 May 2026. Trade Minister Budi Santoso stated the meeting aims to build consensus on finalising revisions to Minister of Trade Regulation No. 31 of 2023 on Electronic System Trade (PMSE). “Hopefully so. I’m meeting them tomorrow—sellers and platforms. We need a joint commitment to resolve this,” Budi said after the launch of electric vehicle charging measurement tools at Kemendag’s parking lot in Jakarta on Monday, 25 May 2026. He added that the harmonisation process is ongoing, but the government hopes the regulation discussions will be concluded shortly. “E-commerce harmonisation—there should be at least one more session this week. Harmonisation has only happened a few times so far,” he said. He stressed that the PMSE 31/2023 revision does not solely address digital platform interests but also protects all participants in the electronic trade chain, from sellers to consumers. Budi noted that the sustainability of the national e-commerce industry hinges on creating a healthy and balanced ecosystem for all parties. “The e-commerce ecosystem must be robust, covering sellers, platforms, and consumers. All three must be protected—sellers, platforms, and consumers. That’s why I’m meeting them tomorrow morning,” he added. Previously, Kemendag aimed to finalise the PMSE 31/2023 revision by May 2026. The government also confirmed the regulation would not overlap with rules being prepared by the Ministry of Micro, Small and Medium Enterprises for the digital trade sector.
