Trade Minister Calls for Transparency in E-Commerce Administration Fees

Minister of Trade Budi Santoso stated that the new regulations concerning the digital platform-based commerce ecosystem will require transparency regarding the imposition of fees. “Administration fees or any other fees must be transparent, and there must be an agreement that can be downloaded on the platform,” he said in Jakarta on Wednesday, May 13, 2026.

The policy will be outlined in the revision of Trade Minister Regulation No. 31 of 2023, which covers the digital platform-based commerce ecosystem, also known as e-commerce and marketplaces.

Budi said the regulation is in the final stages and is expected to be completed next week. The PAN politician stated that the new regulation will accommodate the rights of platforms, sellers, and consumers.

In addition to fee transparency, Budi explained that the new regulation will encourage platforms to prioritize the promotion of local products, including micro, small, and medium enterprises (MSMEs). Furthermore, the new regulation requires platforms to provide complaint services with comprehensive service level agreements (SLAs).

Budi said that these complaints can be filed by either sellers or consumers. “Everyone must be treated equally. Sellers and platforms must be equal. They each have their own rights and obligations. Likewise, consumers must be protected,” he said.

The revision of the regulation is a response to complaints from MSME actors who object to the high administration and logistics costs imposed by digital commerce platforms.

Meanwhile, the Ministry of MSMEs is preparing a special regulation governing e-commerce administration fees due to the increasing number of complaints from business owners regarding the high administration fees charged by platforms.

The administration fees in question are transaction deductions for each sale. Minister of MSMEs Maman Abdurrahman stated that these fees burden business owners because they reduce profit margins and competitiveness in the digital market.
