Tourist Congestion at Nusa Penida Attractions Leads to Changes in Entry Flow

Tourist congestion has been reported at the Daya Tarik Wisata (DTW) ticket counters in the Nusa Penida area, Klungkung, Bali. This situation has emerged following the Klungkung Regency Government’s implementation of the ‘One Gate One Destination’ (OGOD) system, which commenced on 1 September.

The buildup is occurring because many tourists are purchasing retribution tickets directly upon arrival at the attractions. Consequently, the Klungkung Regency Tourism Office is evaluating the flow of vehicle arrivals and the on-site ticket purchasing process.

The Head of the Klungkung Regency Tourism Office, I Gusti Agung Gde Putra Mahajaya, stated that the condition is also triggered by the fact that the majority of tourists arrive with drivers but without accompanying tour guides.

“If they purchase tickets online or prior to arriving at the DTW, there would likely be no congestion during departure as they would only need to scan their tickets. However, this is happening because they are buying them directly on-site,” Putra said when confirmed on Wednesday (2/6/2026).

Under the OGOD system, based on Klungkung Regency Regional Regulation (Perda) Number 4 of 2026, retribution collection is no longer conducted generally at the port area. Retribution is now collected based on the specific tourist attractions visited by the tourists.

Putra noted that an evaluation is being conducted to adjust to the actual conditions on the ground. He emphasised that the implementation of new regulations cannot be judged solely on theory.

“It has only been one day; we cannot draw conclusions yet. Unless it has been running for years,” he asserted.

To alleviate the density, the Klungkung Tourism Office has altered the vehicle arrival flow. All vehicles are now required to enter the parking area first before tourists proceed to pay the retribution at the ticket counters.

“That is why the flow has been changed. Park first, then buy the ticket. Previously, passengers were dropped off before parking. Now, everyone must enter the parking area first, and guests pay from the parking area,” he explained.

Putra Mahajaya also urged drivers and tourism stakeholders to advise tourists to purchase retribution tickets well in advance of their departure. This step is expected to prevent similar queues when tourists arrive at the attractions.

“The appeal is for tourists to purchase retribution tickets early, at the time of departure, rather than upon arrival at the DTW. We ask for the cooperation of all drivers,” he concluded.
