Top officer backs decentralization

JAKARTA: Governor of the Police Staff College (PTIK) Insp. Gen. Farouk Muhammad suggested on Saturday that the National Police implement full decentralization instead of the current centralistic system.

"The current system is very rigid and oriented to the top- level of the National Police," he said.

"The decentralization is in line with current democratization and the wide-range implementation of regional autonomy."

Farouk, who was speaking at a discussion, said under the centralized system seemed all decisions had to be made by National Police chief.

"Who are the real police chiefs? The real police chiefs are those who lead regional police in the mayoralty and regency levels," he said. -- Antara
