Toll Road to Lake Toba to End Free Trial, New Tariffs Announced
PT Hutama Marga Waskita (Hamawas) has announced that toll tariffs for the Sinaksak-Simpang Panei road will be enforced shortly, following the issuance of Minister of Public Works Decree Number 6938/KPTS/Mn/2026 on 3 June 2026. The toll road, which forms part of Section 4 of the Kuala Tanjung-Tebing Tinggi-Parapat (Kutepat) route, has been operating without charge since 1 May 2026 and was opened functionally during the 2025 Christmas and 2026 New Year holidays, as well as the 2026 Eid al-Fitr period. Hamawas Corporate Secretary Ergy Pramadipta stated that during the nearly two-month toll-free operational period, the company conducted intensive public outreach, including education on the benefits, strategic role, and various advantages of the Sinaksak-Simpang Panei toll road. The outreach was carried out through multiple communication channels, including mass media, social media, radio, out-of-home advertising, and face-to-face meetings with stakeholders. Ergy added that the outreach also aimed to build public understanding and acceptance of the tariff policy in a clear and transparent manner before the official announcement date, ensuring smooth implementation and community support. The Sinaksak-Simpang Panei toll road has reduced travel time to Lake Toba from five hours via Medan Raya to just two hours. Hamawas Technical Director Jimmy Leonard noted that prior to operation, the toll road underwent a Functionality Test (ULF) on 17-19 November 2025, receiving a five-star rating and an Operational Worthiness Certificate (SLO). The company continues to enhance service quality through pavement maintenance, signage and marking checks, drainage upkeep, beautification, and staff competency training.
