To Prevent the Hayam Wuruk Online Gambling Hub Case from Recurring

JAKARTA, KOMPAS.com - Pratama Persada, Chairman of the Indonesian Cyber Research Institute (CISSReC), has suggested steps that the government and law enforcement agencies can take to ensure that the case involving hundreds of foreign nationals (WNA) working as online gambling (judol) operators in Hayam Wuruk, West Jakarta, does not recur. The first step, he said, is to strengthen the mapping of the ecosystem used for judol crimes. “Law enforcement must map the entire chain of support for operations, starting from building providers, account owners, dedicated internet providers, SIM card suppliers, payment gateway operators, to money laundering networks,” Pratama told Kompas.com via text message on Monday (11/5/2026). According to him, without dismantling the local supporting ecosystem, new operations will continue to emerge even if hundreds of operators are arrested. This is important because modern judol persists due to stable transaction routes. “As long as local accounts, digital wallets, and cryptocurrency channels are available, operations will continue to run,” Pratama stated. “Therefore, supervision of nominee accounts, suspicious transactions, mass virtual accounts, and micro-transaction patterns must be tightened using artificial intelligence and network analysis,” he added. According to Pratama, immigration data, financial transactions, digital activities, property rentals, and telecommunications are still largely operating on a sectoral basis. However, operations as large as the one in Hayam Wuruk leave many indicators that can be detected earlier. “For example, the presence of hundreds of WNA with closed activity patterns, high internet bandwidth usage, unusual financial transactions, and large numbers of digital device activities,” he explained.
