The training was held at the Gradhika Bhakti Praja Building in Semarang on Monday (30/3). Luthfi gathered all regents and deputy regents, mayors and deputy mayors, as well as chairpersons of district/city DPRDs.

During the event, an integrity pact was also signed by the governor, DPRD leaders, and regional heads. This step aims to strengthen the commitment to realising governance that is clean from corruption, collusion, and nepotism.

Luthfi emphasised the importance of integrity for public officials in carrying out their duties. According to him, it is the key to preventing deviations, especially those leading to criminal acts of corruption.

“I ask the KPK to prioritise prevention. Enforcement should come last. We need guidance, explanation, and supervision so that we do not deviate,” he stated in a written remark on Monday (30/3/2026).

He also reminded that legal violations are personal responsibilities. If corruption still occurs after the training and signing of the integrity pact, the consequences will be borne by the individual.

“Violating the law is based on personal principle. (The legal subject is) whoever. So it is personal responsibility, not institutional responsibility,” he asserted.

Meanwhile, Fitroh appreciated the Central Java Governor’s initiative in gathering all regional heads for anti-corruption training. He said this step is important given the still high number of enforcement cases in the region.

“This corruption prevention socialisation is an initiative of the Governor. As is known, enforcement activities in Central Java are quite numerous, so with continuous prevention efforts, as well as synergy between law enforcers in the region and government parties, it is hoped that corrupt behaviour can be reduced,” he said.

Fitroh added that the KPK continues to monitor various regions, not just Central Java. He emphasised that the signed commitments must be implemented in practice.

“The hope is that after prevention efforts and signing commitments or the integrity pact, it must be carried out, not just formality,” he stressed.

The event was also attended by Deputy Governor Taj Yasin Maimoen, Central Java DPRD Chairman Sumanto, Central Java Provincial Secretary Sumarno, and heads of regional government work units.

KPK leaders present were Deputy Chair Fitroh Rohcahyanto and Deputy for Coordination and Supervision Ely Kusumastuti. Both provided guidance on preventing criminal acts of corruption in the regions.
